The Building Commissioner shall be responsible for the administration and management of the City Building Department as set forth in Chapter 5 of the Municipal Code. He shall supervise the technical and clerical staff and any consultants of the Department, subject to the direction and supervision of the City Administrator. The Building Commissioner shall report on a regular basis to the City Administrator regarding status of activities and attend regularly scheduled department head staff meetings and other meetings as requested.

The Building Commissioner shall be appointed as set forth in Section 5-2 of the Municipal Code.

The Building Commissioner may also be designated by the Mayor or City Administrator to be responsible for the operations of the City Public Works, Water, Sewer and Streets. In the event that he is so designated, he shall have all the powers and duties to act as a Public Works Director, Street Commissioner or Water and Sewer Commissioner as mentioned in the Municipal Code, including but not limited to:
(a) 
He shall be the directing and operating head of and in charge of such employees, tools, equipment and materials, the property of the City, used or intended for the repair and maintenance of the public streets and highways of the City. He shall direct the work of the opening, maintaining and repair of all streets, alleys, bridges and public places within the City. He shall make inspections and see that the streets, highways and public places of the City are maintained and kept in good condition and free from obstructions and defects which might impair their free and open use by the public or result in injury to persons or property. He shall, as directed by the Mayor and Board of Aldermen or as required by this Code or other ordinance, provide, erect and maintain all street signs, traffic signs and markings.
(b) 
He shall act as the supervisor for water, sewer, building, street and public works activities.
(c) 
He shall be responsible for the security, operation and maintenance of all City-owned facilities and equipment, including but not limited to sewage treatment plants, water wells and all equipment.
(d) 
He shall cooperate with and exercise on-the-spot supervision of the activities of consulting engineers employed by the City on public works projects.
