A. 
Snow shall be removed from any sidewalk or footway within 24 hours from the time of accumulation. A sidewalk or footway may be made safe by covering ice with sand or other suitable substance within a twenty-four-hour period. In all cases, the sidewalk or footway shall be kept free of snow for a width of at least 24 inches.
B. 
Property owners at corners and at any marked crosswalks in places other than at corners shall remove the snow deposited by City snowplowing operators between the crosswalk and sidewalk for a width of at least three feet to provide a passage of sidewalk level between the sidewalk and crosswalk. Further, all property owners shall provide at least one opening in the snowplow bank between the sidewalk and street within his frontage to facilitate foot travel between the sidewalk and parked automobiles. A driveway opening cleared of snow shall meet the requirements of this section for properties without crosswalks.
C. 
Whenever any owner, operator or occupant of any premises shall fail or neglect to remove such snow or ice aforesaid, the City may have the snow or ice removed therefrom without notice to such owner, operator or occupant, and a mobilization fee of $200 and $3 per linear foot for shoveling snow/ice removal, and any other additional costs for equipment and personnel in connection therewith, shall be certified by the City Engineer to the City Controller and shall thereupon become and be a lien upon the property on which such snow or ice removal was located, and any unpaid bills for removal remaining unpaid after 30 days shall be added to the next City tax bill of the property owner of record.
D. 
Any person who shall neglect to remove snow or ice from the sidewalk as directed in this chapter or who shall fail, neglect or refuse to comply with the provisions of any notice herein provided or who shall violate any of the provisions of this chapter or who shall resist or obstruct the City Engineer employees from public works in removal of snow or ice shall, upon conviction thereof, be subject to a fine of not less than $50 nor more than $200, and each day on which such violation continues shall constitute a separate offense.
A. 
It shall be unlawful for any person to throw or deposit, or to permit or cause to be thrown or deposited, upon the sidewalks, terraces or streets of the City of Amsterdam any snow or ice which has fallen or accumulated on the private property side of the sidewalk line or in those locations where, by ordinance, a building line has been established on the private property side of such building line.
B. 
It shall be unlawful for any person to throw or deposit or to permit or cause to be thrown or deposited any snow or ice which has fallen or accumulated on the sidewalks and terraces nearer the center of the street than the outer of the ridge caused or erected by the operations of the Department of Public Works in the plowing of snow.
No person shall operate a snowplow within the City of Amsterdam without first obtaining a permit therefor from the City Clerk.
All public and private buildings which shall be built upon or within 15 feet of the building line of a public sidewalk, street, avenue or land used as such, and the roof of which shall be pitched or slanted toward the street, etc., shall be provided with a snow guard which will retain the snow on the roof.
