A. 
No encroachment shall be permitted unless the construction or erection thereof shall comply with safe and accepted methods of construction or erection and shall not endanger the users of the public streets or sidewalks of the City.
B. 
The frames and supports of all awnings shall be securely attached to the walls of buildings, and the lowermost point of the frame or support shall be not less than seven feet six inches above the sidewalk, and the lowest part of the curtain scallop or valance shall be at a height of not less than seven feet above the sidewalk when such awning is extended.
C. 
No encroachment shall be permitted for a banner or sign to extend across part or all of a public street unless the applicant obtains an encroachment permit from the City Clerk.
D. 
Tree branches shall not be permitted to encroach on the public sidewalk. Owners shall be required to trim and otherwise maintain trees at a minimum clearance of eight feet above the public sidewalk.
It shall not be lawful for any person to encumber the streets and sidewalks of the City of Amsterdam unless the applicant obtains an encumbrance permit from the City Clerk. The provision of exterior seating and/or displays of merchandise on the sidewalk by a legitimate business operating in a commercial zone of the City is exempt herefrom provided that such does not unduly block pedestrian passage.
A. 
Any dumpster placed in the street shall have a flashing warning light or lighted barricade placed at the traffic end of the dumpster.
B. 
Any portable trash collector box or dumpster designed to be moved for emptying in its entirety by a roll-off truck or similar means that is to be placed in a street shall be provided with permanently applied retroreflective tape ("reflector tape") and/or reflective paint to enhance visibility of the box at night under vehicle headlight illumination.
C. 
Identification of a container. All dumpster boxes or containers shall have the owner of the box and telephone number for the owner permanently displayed on the box.
D. 
A permit shall be required for any dumpster within the public right-of-way or street, said permit being issued from the Office of the City Engineer.
