The owner or owners, tenant or tenants, of any lands within the Township of Union, wherever necessary and expedient for the preservation of the public safety, shall be required to keep all brush, hedges and other plant life growing within 10 feet of any roadway and within 25 feet of the intersection of two roadways cut to a height of not more than 2 1/2 feet, and within 10 days after written notice sent to the last known post office address of said owner or tenant, by registered mail, said owner or tenant shall cut the same.
In the event the owners, tenants or occupants fail to correct said condition, the Township Public Works Superintendent or authorized agent shall be empowered to issue summonses for failing to correct said condition. In the event a summons is issued and the owner, tenant or occupant still fails to correct such condition, the Township Public Works Superintendent shall cause the work to be done, and the property owner shall be assessed accordingly for the full cost thereof in accordance with the statute in such case made and provided.
In every case, in which by force of this article, the cutting of the foregoing by reason of the refusal or neglect of the tenant or owner to cut the same is done under the direction of the Township Committee, the cost thereof shall be certified to the Township Committee, which shall examine the certificate of cost and, if found correct, shall cause the same as shown thereon to be charged against the lands, and the amount so charged shall forthwith become a lien upon such lands, and shall be added to, and become and form part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes and to be collected and enforced by the same officers, and in the same manner as payment of taxes.

Any person who shall refuse or neglect, after proper notice, to comply with the demands therein made with respect to the cutting of the foregoing, for the preservation of the public safety and general welfare of the citizens of the Township of Union, shall, upon conviction thereof, be liable to one or more of the following: imprisonment in the county jail, or in any other place provided by the municipality for the detention of prisoners for any term not exceeding 90 days or by a fine not exceeding $2,000 or by a period of community service not exceeding 90 days, to become effective on the effective date of this section. Each and every day in which said owner or tenant shall refuse or neglect to so cut said matter shall be and constitute a separate offense.
