This chapter shall be known as and may be cited as the "The Phoenixville Housing Code."

This chapter addresses topics not included in the adopted International Property Maintenance Code in effect at the time, although the requirements of the International Property Maintenance Code shall be applicable to the housing and real property described by this chapter.

All residential rental units shall be supplied with a conveniently located, Class A-B-C fire extinguishers with a minimum capacity of five pounds in each dwelling or rooming unit. All extinguishers are to be wall-mounted in a manner that is compliant with the International Fire Code series in effect at the time of inspection.

Where in this chapter the obligation for observance is not otherwise clearly designated, the respective responsibility of owner, operator, agent and occupant is as follows:
A. 
Every owner or operator of a two-family dwelling, multifamily dwelling, rooming house or hotel shall maintain in a clean and sanitary condition the shared or public areas of the dwelling and yard.
B. 
A contract effective as between owner and operator, operator and occupant, or owner and occupant, with regard to compliance hereunder shall not relieve any party of his direct responsibility under this chapter.
