A. 
Registration. All neglected buildings as defined in this chapter are subject to the registration provisions of Article I. A separate registry shall be maintained for buildings or structures that are considered neglected as defined in Article I herein. If a building in the Vacant Building Registry is determined to be neglected, a note shall be made of such status.
B. 
Inspections and fees. A neglected building shall be subject to semiannual exterior inspections conducted by the Department. In addition to the normal registration fee, the owner of any neglected building shall be responsible for paying the fee established for additional inspections as established by resolution of the City Council.
C. 
Additional inspections not limited. Nothing in this article shall limit any City department or agency in making more frequent inspections allowed under the City Code.
D. 
Delinquent fees as a lien. After the owner is given notice of the amount of the fees due, except for those owners that have properly perfected an appeal as set forth herein and the owner fails to pay the amount due, said amount shall constitute a debt due and owing to the City, and the City may lien said property and/or commence a civil action to collect such unpaid debt in accordance with the provisions of 53 P.S. § 7101 et seq., Municipal Claims and Tax Liens.
