As used in this chapter, the following terms shall have the meanings indicated:
AIRCRAFT
Includes airplanes, dirigibles, balloons carrying persons, helicopters, gliders and any other apparatus capable of airborne transportation of a person or persons or cargo.
A. 
Taking off, landing and operation prohibited. No person shall take off, land or operate, or permit the taking off, landing or operation of any aircraft in the Village. Heliports, helipads and similar structures are prohibited within the Village except as may be necessarily required in association with the exceptions stated in Subsection C below.
B. 
No person shall operate or fly an aircraft over the Village at an altitude of less than 1,000 feet or as proscribed by the Federal Aviation Agency, whichever is less.
C. 
Exceptions. The above prohibitions shall not apply to the use of aircraft as may be required for military or governmental purposes or for medical or police emergencies or as may, upon application, specifically be authorized by the Board of Trustees.
