A. 
It shall be unlawful for any person to erect or maintain or for any property owner or occupant to allow to be erected or maintained on any property within the City any fence equipped with or having barbed wire, spikes, or any similar device or any electrical charge sufficient to cause an electric shock.
B. 
It shall, however, not be unlawful under this Section to maintain a barbed wire fence so long as said barbed wire is at least six (6) feet above the ground and at least one (1) foot within the property line of the owner's or occupant's property and so long as said property is located within an industrial or business zoning classification.

A. 
No equipment shall be started, loaded, unloaded, or operated before 7:00 A.M. and shall cease operation by 8:00 P.M. Monday through Friday in any residential area of the City.
B. 
No equipment shall be started, loaded, unloaded, or operated on any weekend or holiday, except by special permit issued by the Director of Community Development, or in the event of an emergency, i.e., water leaks, sewer leaks, gas leaks, etc. Any weekend work in which a special permit has been issued shall not start before 8:00 A.M. and shall cease by 4:00 P.M.
A. 
Any person, firm or corporation having a burglar, holdup, or any type of intrusion alarm which results in a false alarm being responded to by the Police within a calendar year, upon conviction, shall be guilty of the offense of false alarm which shall be punishable by a fine as follows:
1. 
First offense: $25.00.
2. 
Second offense: $50.00.
3. 
Each subsequent offense per calendar year: $100.00.
B. 
Upon determination by the Department that a false alarm has occurred, the Department shall send a notice to the alarm user notifying the alarm user of the determination and directing payment within thirty (30) days.
C. 
Willful refusal to pay the fine within thirty (30) days of notice shall constitute a violation of this Section but in any prosecution for violation of this provision, the City shall prove, in addition to the willful refusal to pay, that the fine was properly imposed.
