There shall be appointed by the city manager a city treasurer, who shall serve for an indefinite term and for such compensation as may be determined by the city council. Before entering upon the duties of his office, he shall take and subscribe to the official oath prescribed in the Constitution of this state, and shall enter into bond with a good and sufficient corporate surety in an amount to be set and approved by the city council, payable to the city, and conditioned that he will faithfully discharge all the duties of his office. The city treasurer shall be head of the department of finance, as provided by the charter, section

The city treasurer shall be the general accountant of the city,
and shall keep in books provided for that purpose regular accounts
of all the receipts and disbursements for the city, and separately,
under proper heads, each cause of receipt and disbursement, and also
accounts with each person, including officers, who have money transactions
with the city, properly entering amounts approved by proper authority,
and specifying the particular transaction to which such entries apply.

The city treasurer shall keep a register of all bonds and bills
by the city, and all evidence of debts due and payable to it, noting
the particulars thereof and all facts connected therewith, as they
occur.

The city treasurer shall carefully keep all contracts made by
the city; and he shall do and perform all such other duties as may
be required of him by law, ordinance, or order of the city manager.

The city treasurer shall receive and securely keep all moneys
belonging to the city that may be paid to him, and give receipts therefor
and shall disburse the same only upon warrants signed both by the
city manager and the city treasurer. No warrant shall be paid unless
the same shall show upon the face that the city council has directed
its issuance, and for what purpose.

The city treasurer shall draw all warrants on the treasury and
countersign the same, and shall keep a warrant book, with marginal
back, on which margin he shall keep a record of the number, date,
amount, payee’s name, and upon what fund drawn, of all warrants
he may issue by order of the city council; and before delivering any
warrant, he shall require the payee to receipt on the stub thereof
for the same.

The city treasurer and city manager shall not draw any order
or warrant upon the city treasury until claim for which said warrant
is asked shall have been fully allowed and ordered paid by the city
council.

The city treasurer shall keep, in books provided for that purpose,
a full and accurate account of all moneys received by him for the
city, specifying when, from whom, and on what account the same were
received; and in like manner, a true account of all disbursements
made or moneys paid out by him, specifying when, to whom, and on what
account the same were paid.

The city treasurer shall render a full and correct statement,
in writing, under oath, of his receipts and payments of money to the
city council at its first regular meeting in the months of January,
April, July, and October of each year, and whenever at other times
he may be required by it so to do. Such statement shall show what
moneys have been received by him for the city since his last report,
specifying when, from whom, and on what account received; and also
all disbursements made by him on account of the city, stating when,
to whom, and on what account disbursed; and such statement shall also
show the total amount of money in the treasury, and to what funds
the same belongs, with the amount belonging to each fund.

At the end of every half municipal year, the city treasurer
shall cause to be published in the official newspaper of the city,
at the expense of the city, a statement showing the amount of receipts
and expenditures for the six (6) months next preceding, and the general
condition of the city treasury.

The city treasurer shall keep all books pertaining to his office
in such manner as will clearly show the financial condition of the
city, which books shall be open to the inspection of any city officer;
and he shall do and perform such other acts and duties as the city
charter or the city council may require.

Warrants held by the city officers in payment of their salary,
and by parties receiving money under contracts with the city council,
shall be considered preferred claims by the city treasurer. All other
warrants shall be paid in the order of their presentation.
