The Town shall have power by ordinance to require a license for purposes of regulation or control in any matter of local or municipal concern, but no tax may be levied by the Town except as provided by law.
The Town shall have power by ordinance to permit the carrying on of any business, sales or other activities on Sundays in accordance with state law and with such conditions as the Council may prescribe.
The Council shall prescribe by ordinance the fees to be charged for any Town license and the terms, conditions and time of expiration of any license or class of licenses.
All fees for Town licenses shall be paid to the department authorized by the Council to receive the same, which may issue a license as agent for the licensing board. The department so authorized shall issue a license only after compliance with requirements and standards and approval of the application as certified by the department or agency having jurisdiction of the subject matter.
Any license may be terminated for cause by the licensing board. Any appeal from or remonstrance against an action by said licensing board shall be directed to and subject to final determination by the Council.
All licenses for the sale of alcoholic beverages shall be granted by the License Commissioners in accordance with Rhode Island General Laws.

The Council shall appoint a licensing board, which shall be separate from the Town Council, the membership, term and duties to be prescribed by ordinance, which shall be the licensing authority for the Town for the granting of any license or class of licenses. The licensing board may require an inspection, investigation and report by any department or agency on any license or any application for a license.
The Town Clerk shall be the clerk of the Licensing Board.
