The following definitions shall apply to this Article:
BUILDING
To construct, erect, create and/or assemble a residential structure pursuant to a building permit issued by the City of Mount Vernon.
INTENDED RESIDENTIAL OCCUPANTS
A person or persons who shall reside within the remodeled or newly built primary residential structure upon completion.
PRIMARY RESIDENTIAL STRUCTURE
A premises used or intended to be used for a residence purpose and related facilities appurtenant to the premises, used or intended to be used as an adjunct of residential occupancy built in compliance with a building permit issued by the City of Mount Vernon.
REAL PROPERTY OWNERS
A person or persons who have legal or equitable title to the real property upon which the recreational vehicle shall be placed as well as the real property upon which the person or persons have obtained a building permit to remodel or build a residential structure.
RECREATIONAL VEHICLES
A vehicle which is:
1. 
Built on a single chassis;
2. 
Four hundred (400) square feet or less when measured at the largest horizontal projections;
3. 
Designed to be self-propelled or permanently towable by a light-duty truck; and
4. 
Designed primarily not for the use as a permanent dwelling but as temporary living quarters for recreational, camping, travel, and seasonal use. (Also known as: travel trailer, camping or pop-up camper.)
REMODEL
To alter, remake, improve, repair and/or revive the structure within and/or outside a residential structure pursuant to a building permit issued by the City of Mount Vernon.
TEMPORARY LIVING QUARTERS
A space in the interior of a recreational vehicle in which people may temporarily live and which may include any or some of the following: sleeping surfaces, such as beds and household conveniences, such as a sink, stove, refrigerator and/or toilet.

Applicants who are in the process of remodeling or building a primary residential structure shall apply for a building permit, which shall be subject to renewal and/or revocation at any time by the City of Mount Vernon, and may be authorized the restricted and temporary use of a recreational vehicle on the building lot during the course of remodeling and/or building of a primary residential structure.

A building permit may be issued by the City of Mount Vernon for a period not to exceed six (6) months. A building permit may be renewed for an additional six (6) month period by the City Council upon a showing of good cause.

Upon expiration of the building permit, the recreational vehicle shall no longer be used as temporary living quarters and all future use must be in conformity with all applicable City ordinances.

The regulations of the building permit shall be governed by the Board of Aldermen.

Any extension of the building permit past the initial six (6) months shall be made at the discretion of the Board of Aldermen when using recreational vehicles for temporary housing.
