The Board of Review shall be composed and governed by the provisions of §§ 70.46 and 70.47, Wis. Stats. In accordance with § 70.46, the Village President and Village Trustees shall constitute the Board of Review for the Village.
A. 
Procedures.
(1) 
In order for a property owner or property owner's representative to submit a request to testify by phone or submit a sworn written statement, he or she must first comply with the following procedures:
(a) 
The legal requirement to provide notice of intent to appear at BOR must be satisfied; and
(b) 
An objection form for real property assessment (PA-115A) must be completed and submitted to the BOR as required by law.
(2) 
After the two requirements outlined above have been met, a request to testify by telephone or submit a sworn written statement at Board of Review (Form PA-814) may be submitted to the Village Clerk. Such request must be submitted in time to be considered by the Board at the first meeting of the BOR.
B. 
Criteria to be considered. The Board may consider any or all of the following factors when deciding whether to grant or deny the request:
(1) 
The requester's stated reason(s) for the request as indicated on the PA-814.
(2) 
Fairness to the parties.
(3) 
Ability of the requester to procure in-person oral testimony and any due diligence exhibited by the requester in procuring such testimony.
(4) 
Ability to cross examine the person providing the testimony.
(5) 
The BOR's technical capacity to honor the request.
(6) 
Any other factors that the Board deems pertinent to deciding the request.
A. 
Pursuant to § 70.47(7)(af), Wis. Stats., or as that section is amended in the future, whenever the Assessor, in the performance of the Assessor's duties, requests or obtains income and expense information, then such income and expense information provided to the Assessor shall be held by the Assessor on a confidential basis; except, however, that the information may be revealed to and used by persons in discharging duties as imposed by law, whether those duties are imposed by office, including, but not limited to, use by the Assessor in performance of official duties of the Assessor's office or when used by the Board of Review in performance of its official duties, or whether those duties are imposed by an order of a court. Income and expense information provided to the Assessor under § 70.47(7)(af), Wis. Stats., unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under § 19.35(1), Wis. Stats.

The Village of Greenville Park, Recreation and Forestry Committee shall consist of seven members. Members shall be appointed by the Village President and confirmed by the Village Board. Members shall serve a term of three years, with two members being appointed/reappointed in each calendar year, except that in every third year, three members shall be appointed/reappointed. All voting members shall be residents of the Village.

The Village President, at their discretion and with Village Board confirmation, may appoint one alternate member to serve a term of one year. The alternate member may attend and participate in all committee meetings but shall only have voting privileges in the instance when a regular voting member is absent.

All terms of office shall commence on May 1 in the year of appointment. Each Committee member shall take an oath of office.
The Park, Recreation and Forestry Committee shall by May 1 select a Chairperson from amongst the members of the Committee to serve in that capacity for a term of one year. The Committee may select a Vice Chairperson and Secretary at its discretion.
Meetings of the Committee shall be held at least monthly, unless there is no business to conduct, at a time and place decided by the Committee. Meetings may be called by the Chairperson or by any two of the voting members. Notice of each meeting and an agenda for that meeting shall be posted. Rules for the governance of meetings shall be created and adopted by the Committee as it deems necessary, provided that those rules do not contravene any provision of this section or any other ordinance enacted by the Village of Greenville. The Committee shall keep minutes of all proceedings indicating, at a minimum, the vote of each member on each question. The minutes of each meeting shall be filed with the Village Clerk.
The Village Park, Recreation and Forestry Committee shall oversee and be responsible for the planning, physical development, operation, and maintenance of all recreational facilities within the Village of Greenville, to include its parks, trails, conservancy areas, open spaces, park shelters, and other associated facilities. The Park, Recreation and Forestry Committee shall also be responsible for the establishment and oversight of recreational programs offered by the Village and the management of all public trees, which includes street trees, park trees and trees on other Village-owned properties. To that end, the Park, Recreation and Forestry Committee shall be authorized and charged with the responsibility to perform the following duties:
A. 
Not later than September 1 of each year, the Park, Recreation and Forestry Committee shall develop annual operating and capital budget proposals for all projects and operations related to parks, recreation and forestry and submit the same to the Village Administrator and the Village Board for their consideration in development of the succeeding year's budget.
B. 
The Park, Recreation and Forestry Committee shall advise the Village Board as to recommended changes to ordinances governing the use, management and operation of parks, park facilities, trails and public trees.
C. 
The Park, Recreation and Forestry Committee shall prepare for Village Board approval a Comprehensive Outdoor Recreation Plan (CORP) which shall contain an inventory and analysis of existing Village parks and recreational facilities and make recommendations as to future park, conservancy, facility and cultural needs of the Village. The CORP shall be prepared in accordance with the requirements of Ch. NR 50, Wis. Adm. Code. The plan shall be updated as needed, but at least once every five years.
D. 
The following are powers delegated to the Park, Recreation and Forestry Committee which it may exercise independently of the Village Board. The Park, Recreation and Forestry Committee may:
(1) 
Authorize the establishment of recreation programs based on assessment of community needs and establish a schedule of fees and charges pertaining thereto.
(2) 
Establish rules, regulations and policies governing park use and recreational programs, except that Village Board approval is required for any rule or regulation which involves a penalty or which requires creation and/or amendment of an ordinance.
(3) 
Establish a schedule of rental fees for use of park shelters, ball diamonds, soccer fields, and other recreational facilities.
(4) 
Accept cash and personal property donations made for purposes of contributing towards park projects, programs and memorials. The Committee shall deposit all cash donations with the Village Treasurer who will deposit them into a segregated account designated for such donations.
(5) 
Apply for and accept any grant which does not require the commitment of public funds.
(6) 
Create advisory subcommittees comprised of Park, Recreation and Forestry Committee members, Village residents, or any combination of persons deemed qualified by the Park, Recreation and Forestry Committee to conduct studies or perform specific tasks under the authority and direction of the Committee.
E. 
The following are powers which may be exercised by the Park, Recreation and Forestry Committee with the approval of the Village Board. With Village Board approval, the Park, Recreation and Forestry Committee may:
(1) 
Lay out and improve Village parks, to include determination of types of facilities required, specific design and location, and removal and/or relocation of existing facilities. Such improvements shall be limited to those for which funds have been appropriated in the annual budget.
(2) 
Acquire land for park and conservancy use in the name of the Village by purchase, land contract, lease, condemnation, or otherwise.
(3) 
Accept donations of land for park and conservancy use in the name of the Village.
(4) 
Accept donations of cash or land made in return for naming rights, unless authorized in a previously approved project plan.
(5) 
Name any park or park facility.
(6) 
Apply for and accept any grant requiring commitment of public funds.
F. 
Any decision rendered by the Park, Recreation and Forestry Committee may be appealed to the Village Board. A person who objects to all or part thereof may, within 10 days of the decision, notify the Village Administrator, in writing, of the nature of the objection and request to be placed on the next scheduled Village Board meeting.
