A. 
Any drain or conveyance, whether on the surface or subsurface, that allows any nonstormwater discharge including sewage, process wastewater, and wash water to enter a regulated small MS4 or to enter the surface waters of this commonwealth is prohibited.
B. 
No person shall allow, or cause to allow, discharges into a regulated small MS4, or discharges into waters of this commonwealth, which are not composed entirely of stormwater, except:
(1) 
As provided in Subsection C below; and
(2) 
Discharges allowed under a state or federal permit.
C. 
The following discharges which may be allowed, based on a finding by the municipality that the discharge(s) do not significantly contribute to pollution to surface waters of the commonwealth, are:
(1) 
Discharges from firefighting activities.
(2) 
Potable water sources, including dechlorinated waterline and fire hydrant flushings, if such discharges do not contain detectable concentrations of total residual chlorine (TRC).
(3) 
Irrigation drainage. Noncontaminated irrigation water, water from lawn maintenance, landscape drainage and flows from riparian habitats and wetlands.
(4) 
Routine external building washdown (which does not use detergents or other compounds).
(5) 
Air-conditioning condensate. Noncontaminated HVAC condensation and water from geothermal systems.
(6) 
Water from individual residential car washing.
(7) 
Diverted stream flow and springs.
(8) 
Discharge of dechlorinated water from a single residential pool provided that the PADEP's "Swimming Pool Water Discharge Guidelines" are being followed and if such discharges do not contain detectable concentrations of total residual chlorine (TRC). (appendix ???)
(9) 
Water from crawl space pumps. Noncontaminated pumped groundwater and water from foundation and footing drains and crawl space pumps.
(10) 
Uncontaminated water from foundation or from footing drains. Residential (i.e., not commercial) vehicle wash water where cleaning agents are not utilized.
(11) 
Flows from riparian habitats and wetlands.
(12) 
Lawn watering.
(13) 
Pavement wash waters where spills or leaks of toxic or hazardous materials have not occurred (unless all spill material has been removed) and where detergents are not used.
(14) 
Uncontaminated groundwater. Residential (i.e., not commercial) vehicle wash water where cleaning agents are not utilized.
(15) 
Diverted stream flows. Noncontaminated hydrostatic test water discharges, if such discharges do not contain detectable concentrations of TRC.
(16) 
Rising groundwaters.
(17) 
Uncontaminated groundwater infiltration [as defined in 40 CFR 35.2005(20)].
(18) 
Uncontaminated pumped groundwater.
D. 
In the event the municipality or DEP determines that any of the discharges identified in Subsection C significantly contribute to pollution of waters of the commonwealth, or is so notified by PADEP, the municipality will notify the responsible person(s) to cease the discharge.
E. 
Upon notice provided by the municipality under Subsection D, the discharger will have a reasonable time, as determined by the municipality, to cease the discharge consistent with the degree of pollution caused by the discharge.
F. 
Nothing in this section shall affect a discharger's responsibilities under state law.
The following connections are prohibited, except as provided in § 28B-701B above:
A. 
Any drain or conveyance, whether on the surface or subsurface, which allows any nonstormwater discharge, including sewage, process wastewater, and wash water, to enter the separate storm sewer system, and any connections to the storm drain system from indoor drains and sinks; and
B. 
Any drain or conveyance connected from a commercial or industrial land use to the separate storm sewer system which has not been documented in plans, maps, or equivalent records, and approved by the municipality.
A. 
Roof drains and sump pumps shall not be connected to streets, sanitary or storm sewers, or roadside ditches, except as provided in § 28B-301K.
B. 
Roof drains and sump pumped shall discharge to infiltration areas or vegetative BMPs where possible.
A. 
No person shall modify, remove, fill, landscape or alter any existing stormwater BMPs, facilities, areas, or structures that were installed as a requirement of this chapter, unless it is part of an approved maintenance program, without the written approval of the municipality.
B. 
No person shall place any structure, fill, landscaping or vegetation into a stormwater BMP or within a drainage easement, which would limit or alter the functioning of the BMP, without the written approval of the municipality.
No person shall throw, deposit, leave, maintain, keep, or permit to be thrown, deposited, left, or maintained, in or upon any public or private property, driveway, parking area, street, alley, sidewalk, or other component of the Township's separate storm sewer system, any refuse, rubbish, garbage, litter, or other discarded or abandoned objects, articles, and accumulations, so that the same may cause or contribute to pollution. Wastes deposited in streets in proper waste receptacles for the purposes of collection are exempted from this prohibition.
