There is established a Board to be known as the Animal Control
Board which shall consist of five (5) members, all of whom shall be
citizens of the Town and who have resided within said Town for a period
of at least one (1) year next before their appointment. No officer
or employee of the Town shall be a member of the Board. The purpose
of the Board is to provide advice and citizen input to the Animal
Control Department of the Town and recommendations to the Town Council
regarding the Animal Control Department.

The members of the Board shall be appointed by the Mayor with the advice and consent of the Town Council. Each member shall hold office for a term of three (3) years or until their successors are appointed and qualified provided the Town Council may appoint the initial members for terms of one (1) year, two (2) years, and three (3) years, to stagger the terms of the Board. Subject to the approval of the Town Council after an initial full term and as provided in Section
140.620, a member may be reappointed for a consecutive three-year term. Thereafter, that person shall not serve until the expiration of a period of three (3) years after which the person may be reappointed to the Board. The Council may remove any member for misconduct or negligence of duty. All Board actions are subject to Town Council approval. The Board shall select from its members a President, Vice President and Secretary.

Vacancies in the Board occasioned by removal, resignation, death
or otherwise shall be reported to the Town Council and be filled in
like manner as original appointments. Any person appointed by the
Town Council to fill a vacancy shall hold office for the remainder
of the term to which his/her predecessor was appointed. Any person
appointed to fill a vacancy may, at the expiration of the unexpired
term appointment, be reappointed for up to two (2) consecutive three-year
terms, unless the expired term filed was for one-half (1/2) or more
of a term, in which case the reappointment is limited to one (1) three-year
term. After a person has served his/her maximum permitted consecutive
terms, then the person may not be reappointed to the Board until a
full board term has expired.

The Board may make and adopt such bylaws as may be expedient
and consistent with the laws of the State of Missouri and Town Ordinances,
provided such bylaws are not effective until approved by the Town
Council.

The Board will hold quarterly meetings at the time and place
to be fixed by said Board and may hold additional meetings upon the
call of the President of the Board and shall do all things necessary
to carry out the powers and duties of said Board. Minutes for each
meeting shall be kept and maintained. All meetings will comply with
applicable Missouri Sunshine Law requirements.

The Mayor will appoint a liaison from the Town Council who will
attend the Board meetings and will report to the Town Council regarding
the activity of the Board.

A. The
Board duties include the following:
1. Advise and make recommendations to the Mayor and Town Council through
the Animal Control Officer regarding policies of the Animal Control
Department.
2. Advise the Mayor and Town Council through the Animal Control Officer
regarding animal control programs within the Town.
3. Promote the activities of the Animal Control Department in preventing
animals running at large and control of animals which may affect public
safety.
4. Assist the Animal Control Officer in the establishment of public
information programs on animal care and control within the Town.
5. Review and advise as to the Animal Control Officer's proposed annual
budgets for the Animal Control Department and make recommendations
concerning the budget and expenditures to the Animal Control Officer
for consideration.
6. Assist the Animal Control Officer with short-term and long-range
planning, including, but not limited to, the evaluation of potential
grant opportunities and other available/dedicated resources that might
become available from time to time.
7. If requested by the Town Council, assist in interviewing and making
recommendations for hiring for the Animal Control Department.
Nothing herein contained shall confer any power or authority
on any member of the Board to exercise in any way the authority of
the Animal Control Department, and/or the Animal Control Officer.

The Board shall work in close cooperation with the Animal Control
Officer, consulting with him/her when deemed necessary for the welfare
of the Animal Control Department and the Town of Carrollton.

No Board member appointed for a full term, a partial term or
to fill any vacancy existing, shall receive any compensation for serving
as such.
