A. 
It is the policy of the City of Warsaw to provide fair hiring practices to ensure that all employees are treated equally. At the same time, the City strives to hire employees at a level commensurate with their experience. The following policy shall govern the hiring of all employees, including the Police Department, of the City of Warsaw.
B. 
The City of Warsaw has a policy of non-discrimination with regard to the hiring and the promotion of employees.

A. 
The City Council has the authority to determine which Step an employee shall start at under the City's pay scale. This determination is made solely on the basis of the employee's previous work history, education, experience, awards and specific skill-sets. For this reason, the following shall serve as a guideline for how the City Council makes the foregoing determination. However, the City has the final discretion to determine which step an employee shall fall under.
1. 
As a general rule, all employees hired by the City of Warsaw with no previous experience shall be hired at Step 1 of the City's pay scale.
2. 
Employees with five (5) years or more of work experience in the specific field in which the Employee is being hired shall start at Step 2.
3. 
Employees with ten (10) years or more of work experience in the specific field in which the Employee is being hired shall start at Step 3.
4. 
Employees with fifteen (15) years or more of work experience in the specific field in which the Employee is being hired shall start at Step 4.
5. 
Employees with twenty (20) years or more of work experience in the specific field in which the Employee is being hired shall start at Step 5.
6. 
A two (2) or four (4) year degree related to the employee's field of employment may authorize a step increase with the approval of the City Council.

A. 
Promotions in the form of a Step increase shall be given by the City Council if it is demonstrated that an employee has excelled at their job duties and obligations. The following factors shall be considered when determining whether a step increase is warranted:
1. 
Disciplinary record during their employment with the City;
2. 
Total missed days of work during their employment with the City;
3. 
Written documentation from a supervisor detailing the Employee's work habits and conduct necessitating the Step increase; and
4. 
Any formal complaints filed against the employee.
B. 
Promotions are meant to be provided only for those employees who have consistently excelled at their duties with the City of Warsaw.

To establish guidelines and procedures for the recruitment and hiring of employees for the Warsaw, Missouri, Police Department.

Every position requires specific knowledge, skills, and abilities to successfully perform the duties of that position. The Warsaw Police Department will recruit and hire quality personnel for the benefit of the agency and community, regardless of race, color, national origin, religion, sex, ancestry, marital status, sexual orientation or age. A. 
All candidates for the position of Police Officer wanting to be considered for the lateral hire program must meet the following minimum qualifications in order to apply:
1. 
Be a U.S. citizen.
2. 
Be at least twenty-one (21) years of age at commission.
3. 
No felony convictions.
4. 
May not have more than one (1) DWI conviction.
5. 
May not have been at fault in more than one (1) traffic accident during the past twelve (12) months.
6. 
May not have used a controlled substance illegally within the last three (3) years.
7. 
Currently certified as a Law Enforcement Officer, with a Missouri P.O.S.T. Class A Peace Officer license; candidates will complete written and oral testing.
8. 
Must have a minimum of one (1) year full-time sworn police experience.
9. 
Primary duties will include responding to calls for service, conducting preliminary and/or follow-up investigations of crimes, responding to traffic accidents, and apprehending, detaining and arresting suspects.
B. 
Selection Procedure. The selection procedure includes the following elements: oral interview, background investigation and pre-employment drug testing.

Applicants must pass the selection process in order to be considered eligible for appointment to the Lateral Hire Program.

Upon successful completion of the selection procedure, and you have been hired by the City of Warsaw, you will be required to participate in the Field Training Program.

Once you successfully complete the Field Training Program you will be assigned to a patrol shift. A six (6) month probationary period starts at hire date.

A. 
Candidates who meet the criteria for the lateral hire program are placed on the City of Warsaw Police Department employment scale. All candidates will be placed on the employment scale based on their commensurate experience and training. The City of Warsaw shall consider the following in making its determination regarding placement on the employment scale:
1. 
The length of the applicant's law enforcement experience;
2. 
The amount and intensity of past training received by the applicant;
3. 
Any special designations or training held by the applicant;
4. 
The applicant's work ethic;
5. 
The applicant's disciplinary history;
6. 
The applicant's criminal history;
7. 
Any prior supervisory roles and the applicant's duties in those roles;
8. 
Expertise in any particular field or area;
9. 
Proficiency with office equipment or computer-based programs;
10. 
The applicant's work history.

The City of Warsaw will and shall not discriminate based on race, color, national origin, religion, sex, ancestry, marital status, sexual orientation or age.
C. 
The City of Warsaw Hiring and Promotion Policy[1] shall govern the specific level or step in which an employee shall be categorized for purposes of lateral hiring.
