The purpose of this chapter is to regulate and control the division
and development of land within Doylestown Borough, in order to promote
the public health, safety, morals, and general welfare of the community.

1. It is the general intent of this chapter to regulate the division
and development of land as to:
A. Regulate the flow of traffic in the streets and highways;
B. Further the orderly and appropriate use of land;
C. Secure safety from fire, panic, and other dangers;
D. Facilitate adequate provision for transportation, water, sewerage,
schools, parks, playgrounds, and other public facilities;
E. Assume sites suitable for building purposes and human habitation,
and to provide for the harmonious development of Doylestown Borough;
F. Coordinate existing streets with proposed streets, parks, or other
features of the Borough;
G. Ensure adequate open space for traffic, recreation, light, and air;
H. Provide proper distribution of population;
I. Give effect to the policies and proposals of the Comprehensive Plan
for Doylestown Borough;
J. Regulate the subdivision and/or development of land within any designated
floodplain district in order to promote the general health, welfare,
and safety of the community;

K. Require that each subdivision lot in flood-prone areas include a
safe building site with adequate access; and that public facilities
which serve such uses be designed and installed to minimize flood
damage; and

L. Protect individuals from buying lands which are unsuitable for use
because of flooding by prohibiting the improper subdivision and/or
development of unprotected lands within the designated floodplain
districts.

This chapter may be cited as the "Doylestown Borough Subdivision
and Land Development Regulations."

The provisions of this chapter shall be held to be minimum requirements
to meet the above-stated purposes. Where the provisions of this chapter
impose greater restrictions than those of any statute, other ordinance,
or regulation, the provisions of this chapter shall prevail. Where
the provisions of any statute, other ordinance or regulation impose
greater restrictions than those of this chapter, the provisions of
such statute, ordinance, or regulation shall prevail.

This chapter supersedes any ordinances currently in effect in
flood areas. However, any other applicable ordinances shall remain
in full force and effect to the extent that those provisions are more
restrictive.

The grant of a permit or approval of a plan for any proposed
subdivision and/or land development to be located within any identified
floodplain area or district shall not constitute a representation,
guarantee, or warranty of any kind by the municipality or by any official
or employee thereof of the practicability or safety of the proposed
use, and shall create no liability upon the municipality, its officials
or employees.
