1. 
The purpose of the tentative sketch plan is to afford the applicant the opportunity to consult early and informally with both the Doylestown Borough and the Bucks County Planning Commission before preparation of the preliminary plan and formal application for approval.
2. 
During the tentative sketch plan procedure, the applicant may advantageously make use of the services of both the planning commissions to help him analyze the problem of the development and plan more adequately for its sound coordination with the Commission. The tentative sketch plan procedure also affords both planning commissions the opportunity to give informal guidance to the applicant at a stage when potential points of difference can more easily be resolved. It can also simplify official actions and save unnecessary expense and delay.

1. 
Applicant prepares sketch plan and application.
2. 
Applicant submits eight copies of both the sketch plan and the application to the Borough Secretary.
3. 
Borough Secretary checks submission against checklist for completeness and 1) if submission is incomplete, immediately returns submission to applicant, and indicates the deficiencies; or 2) if submission is complete, accepts sketch plan and application.
4. 
The Borough Secretary shall immediately distribute copies of the sketch plan and application to:
A. 
Borough Planning Commission: five copies.
B. 
Bucks County Planning Commission: one copy.
C. 
One copy shall be retained for the Borough file.
D. 
Borough Engineer: one copy.
5. 
Bucks County Planning Commission reviews sketch plan and prepares analysis for review by the Doylestown Borough Planning Commission.
6. 
At first regular meeting held not less than 15 days following receipt of the complete submission to the Borough Secretary, the Doylestown Borough Planning Commission shall:
A. 
Evaluate applicant's submission, presentation, discussion with applicant, and the County Planning Commission's report.
B. 
Determine whether the sketch plan meets the objectives and requirements of the Subdivision and Land Development Regulations and other ordinances.
C. 
Prepare a report with recommendations on the project for use by Borough Council.
7. 
Following receipt of the Borough Planning Commission's report within 90 days following the receipt by the Borough Secretary of the applicant's complete submission and filing fees, unless extended by agreement, Borough Council shall:
A. 
Receive and review the applicant's submission.
B. 
Receive and review the report and recommendations of the Borough Planning Commission.
C. 
Evaluate applicant's submission and the Borough Planning Commission's report and recommendations.
D. 
Determine whether the sketch plan meets the objectives and requirements of this chapter and other ordinances.
E. 
Borough Council may meet with the applicant to receive his presentation and discuss the tentative sketch plan prior to rendering its recommendations thereon.
8. 
Tentative sketch plans shall not be considered complete for the purpose of appeal in the event the appellant refuses to accept the recommendations of Borough Council on the tentative sketch plan as submitted.
