There is hereby established an Historic Sites Committee for the Township of Lacey.
The Historic Sites Committee shall consist of nine (9) members appointed by the Lacey Township Committee. The members of the Historic Sites Committee shall designate one (1) of its members as Chairman of the Committee. The membership of the Historic Sites Commission shall be broken down into three (3) categories as follows:
A. 
Class 1. There shall be two (2) members appointed from the Township Historical Society.
B. 
Class 2. Class 2 shall consist of the Township Zoning Officer and the Township Construction Code Official.
C. 
Class 3. Class 3 shall consist of five (5) citizens of Lacey Township who evidence interest in or training pertinent to the development and preservation of the historic sites.
A. 
Class 1 members are to be appointed for one-year terms.
B. 
Class 2 members terms shall run concurrent with their township appointments.
C. 
Class 3 members. Initial appointments shall be for terms of one (1), two (2) and three (3) years, respectively. One (1) member shall be appointed for one (1) year, two (2) members for two (2) years and two (2) members for three (3) years. New members and members reappointed shall thereafter serve for terms of three (3) years. There may also be alternate members in Classes 1 and 3. Such alternate members shall not exceed one (1) in Class 1 and one (1) in Class 3. Alternate members of Classes 1 and 3 shall be appointed for terms to expire at the same time as the terms of the regular members of the respective classes. In the event that a vacancy shall occur in any of the classes of members, the Township Committee shall appoint a replacement to serve the remainder of the unexpired term.
The Historical Sites Committee shall:
A. 
Formulate such recommendations to the Township Committee concerning the planning and use of the Historic Village of Forked River, whose boundaries are set forth in Chapter 89, Planning Board, of the Code of the Township of Lacey.
B. 
Initiate a study of the needs of the township pertinent to the location, acquisition and maintenance of historic sites and historic buildings located therein.
C. 
Cause to be conducted a study of the benefits to the township of a program acquisition and report to the Township Committee as its study progresses.
D. 
Make such individual studies and reports as may be requested by the Township Committee.
E. 
Make recommendations to the Planning Board on the issuance of certificates of appropriateness pursuant to § 335-33 of this Code.
