[Adopted 3-24-1994 as Ord. No. 94-13 (Ch. 25, Art. LXXVIII, of the 1974 Code)]
There is hereby created the position of Technical Assistant to the Construction Official for the Township of Lacey.
The duties of the Technical Assistant to the Construction Official shall be as follows:
A. 
To review applications for construction permits to ensure that all necessary information and documents are included and request additional documenting information as instructed or directed by the appropriate subcode or Construction Official.
B. 
To issue plumbing and electric permits after approval and authorization have been granted by the appropriate subcode or Construction Official.
C. 
To assist the general public by providing information of a technical nature concerning the requirements and standards in effect as they relate to construction codes.
D. 
To calculate fees for permits to be issued, to collect fees and penalties and to issue receipts accordingly.
E. 
To consult with solicitors, architects, owners and contractors on compliance problems.
F. 
To prepare rough sketches of proposed improvements as indicated on building permits.
G. 
To prepare reports, narratives and correspondence.
H. 
To maintain necessary records and files.
I. 
To assist in providing supervision and technical assistance to clerical staff.
To be appointed to the position of Technical Assistant to the Construction Official, an individual must meet the following requirements:
A. 
Possess thorough knowledge of the provisions of the New Jersey Uniform Construction Code as they relate to the activities of the office of the local Construction Official.
B. 
Possess the ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position. Communication may include such forms as American Sign Language or Braille.
C. 
Possess the ability to establish and maintain cooperative working relationships with local and state government officials, staff members and the public.
D. 
Possess the ability to evaluate programs and procedures.
E. 
Possess the ability to plan, organize, supervise and coordinate the activities of diversified units.
F. 
Possess the ability to exercise independent judgment in evaluating situations and in making proper determinations.
G. 
Possess the ability to organize assigned work and develop effective work methods.
H. 
Possess the ability to prepare and supervise the preparation of clear, concise, accurate and informative reports.
I. 
Possess the ability to analyze and interpret the relevant codes and ordinances and the New Jersey Uniform Construction Code.
J. 
Possess good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others. Persons with mental or physical disabilities are eligible as long as they can perform the essential functions of the job after reasonable accommodation is made to their known limitations. If the accommodation cannot be made because it would cause the employer undue hardship, such person may not be eligible.
The salary of Technical Assistant to the Construction Official for the Township of Lacey shall be established by the Township Committee in its Salary Ordinance.[1]
