There is hereby created the position of Adult School Crossing Guard for the Township of Lacey.
Adult School Crossing Guards shall be appointed by the Township Committee of the Township of Lacey and shall serve for terms not exceeding one year.
The duties of the School Crossing Guards, under direction of the Chief of Police or other chief law enforcement officer of the Township of Lacey, shall include, but not be limited to, traffic control and crossing of school-age children. The Adult School Crossing Guards shall perform such other related work as required. An Adult School Crossing Guard shall not be a member of the Police Department or force of the Township of Lacey, and his or her powers and duties shall cease at the expiration of the term for which he or she is appointed. He or she shall not have the right to bear firearms, nor shall he or she have the power of arrest. Every Adult School Crossing Guard shall be under the supervision and direction of the Chief of Police or other chief law enforcement officer of the Township of Lacey and shall perform his or her duties only in the Township of Lacey. He or she shall comply with the rules and regulations applicable to the conduct and decorum of the regular police officers of the Township of Lacey.
A. 
No person shall be appointed as an Adult School Crossing Guard unless he or she:
(1) 
Is a citizen of the state.
(2) 
Is in sound body and of good health.
(3) 
Is of good moral character.
(4) 
Has not been convicted of any criminal offense involving moral turpitude.
(5) 
Possesses good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others. Persons with mental or physical disabilities are eligible as long as they can perform the essential functions of the job after reasonable accommodation is made to their known limitations. If the accommodation cannot be made because it would cause the employer undue hardship, such persons may not be eligible.
B. 
Before any Adult School Crossing Guard is appointed, the Chief of Police shall ascertain the eligibility of the applicant and make a report to the governing body of the Township of Lacey.
Every Adult School Crossing Guard shall be trained for the proper performance of his or her duties and responsibilities. Such training shall consist of a minimum of two hours of classroom instruction, which shall include information on methods of traffic control and the duties and responsibilities of Adult School Crossing Guards, and a minimum of 20 hours of field training in which the trainee shall be supervised by an experienced Adult School Crossing Guard or a regular police officer.
Before being assigned to any post, Adult School Crossing Guards shall be provided with a uniform which shall identify their function and which shall be distinct from the uniform of a member of the regular Police Department or force. Such uniforms shall include, but not be limited to, a safety vest, a hat, and breast and hat badges which shall bear an identification number and the name of the Township of Lacey.
The Chief of Police or other chief law enforcement officer of the Township of Lacey shall have the right to position School Crossing Guards on any street or highway within the Township of Lacey; provided, however, that such Guards may be stationed only when it is necessary to control or direct vehicular or pedestrian traffic during those time periods of a school day when it is necessary to control traffic or during any special event or program involving pedestrian crossings whenever it is deemed to be in the best interest of public safety.
