No person within the limits of the township
shall swim, bathe or be found in a state of nudity while bathing in
the waters of the Atlantic Ocean, Barnegat Bay or waters adjacent
thereto, and no person shall appear in a state of nudity or make any
indecent exposure of his or her person on any boat or other craft
within the limits of said township.
No person shall undress or disrobe, or dress
or robe, for the purpose of uncovering a bathing suit in any motor
vehicle while the same is parked on any road, street, avenue, beach
or other public place. This section shall not apply to outer clothing
or to children under the age of five years.

A.
No person shall urinate or defecate in any public
place, on public property or on outdoor property, except in such public
bathrooms or portable toilets which are provided for such use.
B.
No person shall appear or travel on any street, avenue,
highway, road, boardwalk, beach, beachfront or waterway located in
the Township of Lacey or appear in any public place, store or any
business open to the public in said Township in a state of nudity.
A person shall be found in a state of nudity when clothing or absence
of clothing completely exposes to public view a person's anus, genitals,
pubic area or female breasts.
C.
No person shall undress or disrobe, or dress or robe,
in any public place, excepting such place as may be provided for such
use. This section shall not apply to outer clothing or to children
under the age of five years.
No person shall, within the limits of the township,
lodge in any automobile, truck, camping or recreational vehicle or
similar vehicle in any public street, parking lot or other public
property. This prohibition shall not apply to Lacey Township public
property which has been specifically designated as an area in which
camping is permitted.
No person shall park any motor vehicle so that
the same shall obstruct any public sidewalk in said township.

No person shall, if with purpose to cause public
inconvenience, annoyance or alarm, or recklessly creating a risk thereof,
engage in fighting or threatening or in violent or tumultuous behavior.

No person shall, if with purpose to cause public
inconvenience, annoyance or alarm or recklessly creating a risk thereof,
create a hazardous or physically dangerous condition by any act which
serves no legitimate purpose of the actor.

No person shall act so as to obstruct or physically
interfere with a lawful meeting with the purpose to prevent or disrupt
such lawful meeting.

No person shall knowingly enter or remain in
any place without license or privilege to do so after notice of trespass
is given. Notice against trespassing is given by actual communication
to the actor or posting in the manner prescribed by law or reasonably
likely to come to the attention of intruders or by fencing or other
enclosure manifestly designed to exclude intruders.

No person shall overdrive, overload, overwork,
torture, torment, deprive of necessary sustenance, unnecessarily or
cruelly beat or otherwise abuse or needlessly mutilate or kill a living
animal or creature.

No person who owns or has charge over any animal
or animals shall allow such animal to roam at large upon any private
property, other than the property of its owner or custodian or on
any of the public streets or public places of this township.

Upon the death of an animal, the owner or custodian
of such animal such bury the animal within 12 hours of its death and
at least four feet underground.

A.
Any person violating or failing to comply with any
of the provisions of this article shall, upon conviction thereof,
be punishable by a fine of no less than $100 and no more than $1,250,
by imprisonment not to exceed 90 days or by community service of not
more than 90 days or any combination of fine, imprisonment and community
service, as determined in the discretion of the Municipal Court Judge.
The continuation of such violation for each successive day shall constitute
a separate offense, and the person or persons allowing or permitting
the continuation of the violation may be punished as provided above
for each separate offense.
B.
The violation of any provision of this article shall
be subject to abatement summarily by a restraining order or injunction
issued by a court of competent jurisdiction.
