No person, firm, corporation or association shall keep or maintain within the limits of the City of Hudson any public billiard room, poolroom or bowling alley or any room in which the game of billiards, pool or bowling is carried on and for the playing of which any compensation, direct or indirect, shall be demanded, without first having procured a license therefor from the Chief of Police.
A. 
Any person or firm desiring to conduct or maintain any public billiard room, poolroom or bowling alley shall first obtain a license therefor. Such license shall expire on the first day of May succeeding the issuing thereof and the license fee therefor shall be as established by the Common Council for the following:
(1) 
For each billiard table so licensed.
(2) 
For each pool table so licensed.
(3) 
For each bowling alley so licensed.
B. 
No license fee shall be prorated for a period less than six months.

Any person committing an offense against any provision of this article shall be guilty of a violation punishable as follows: by imprisonment for a term not exceeding 15 days or by a fine not exceeding $250, or by both such fine and imprisonment. The continuation of an offense against the provisions of this article shall constitute, for each day the offense is continued, a separate and distinct offense hereunder. The provisions of this article shall not apply to any private club or organization the privileges of which shall be enjoyed only by the regular members thereof who pay for such privileges any stated sum.
