Before any plumbing work requiring authorization according to the provisions of this chapter shall be started, a permit shall be obtained from the administrative authority. This permit shall be obtained by the master plumber who or whose firm has been employed to do the plumbing work.
No permit shall be issued until the owner, master plumber or the registered architect shall submit a detailed drawing of the proposed work to the administrative authority and these plans have been checked to assure that the work will conform to the provisions of this chapter.
If the plans indicate that any provision of this chapter is not being complied with, they shall be rejected and no permit issued until they have been revised to comply with this chapter.
If, in the course of work, it is found necessary to make any change from the approved plan, then amended plans shall be submitted and a supplementary permit shall be issued to cover the change.
Permits shall be required for alterations or changes to a plumbing system except as otherwise provided in this section. Repairs to faucets or valves or the renewal of same, clearing of stoppages or the stopping of leaks shall not be considered to be alterations or changes.
Any addition to the plumbing system shall require a permit. The proper administrative authority shall make such rules and regulations for the installation of air-conditioning systems, water treatment equipment and water-operated devices as may be deemed locally necessary to properly protect the water supply system.
The Plumbing Inspector may revoke a permit or a certificate of approval if there is a violation of any provision of this chapter or any false statement or misrepresentation in the application, plans or specifications.

[1]
Editor's Note: Amended at time of adoption of Code (see Ch. 1, General Provisions, Art. I).
The metal sign issued by the Board of Plumbers shall not be transferred to any partnership or corporation.
The metal sign issued by the Board of Plumbers shall not be transferred to a new location without first notifying the Board of Plumbers of Hudson, New York.
No master plumber shall allow his name to be used by any person or persons, directly or indirectly, either to obtain a permit or permits or to do any work under his certificate of competency and registration.

No renewal slip shall be issued by the Board of Plumbers to any master plumber who has been convicted of willfully violating any of the provisions of this chapter.
When a master plumber has been refused the current year's license, he may appeal to the Board of Health, which with the Examining Board of Plumbers shall jointly hear and determine such appeal.

Such notice may be served personally or by mail, and if by mail it may be addressed to such master plumber at the address registered by him with the Examining Board of Plumbers, but the failure of the master plumber to register will relieve the Examining Board of Plumbers from the requirement of giving notice of violation. If the person convicted is a master plumber, he shall, upon conviction, in addition to the penalties herein described, forfeit any certificate of competency or registration which he may hold.
