A. 
Thirty miles per hour is hereby established as the maximum speed at which vehicles may proceed within the corporate limits of the City except as provided in Subsection B below.
B. 
Twenty-five miles per hour is hereby established for the following streets within the corporate limits of the City:
(1) 
Glenwood Boulevard from the intersection of Fairview Avenue to the intersection with Washington Street.
(2) 
Union Street from the intersection of Worth Avenue to the intersection with Front Street.
No person shall operate a vehicle on any highway or private road open to public motor vehicle traffic at a rate of speed in excess of the maximum established in this article.

No motor vehicle, when operated upon a street in the City, shall utilize or employ any brake or braking system that is attached to, or an integral part of, the vehicle's internal combustion, engine or exhaust systems. Nothing in this section shall be interpreted as prohibiting the use of a braking system that is attached to, or an integral part of, the vehicle's engine or exhaust system in an emergency situation to avoid eminent danger to a person or property.
