The penalty for a violation of any provision of this chapter which is also contained within the Vehicle and Traffic Law of the State of New York shall be the same as that contained within the Vehicle and Traffic Law, as amended from time to time.
The penalty for other violations of this chapter shall be as follows:
A. 
Penalties for offenses against Article I. Every person convicted of a traffic infraction for violation of an order, rule or regulation implemented pursuant to Article I of this chapter which is not otherwise contained within the Vehicle and Traffic Law of the State of New York shall be punished by a fine of not more than $250 or by imprisonment for not more than 15 days, or by both such fine and imprisonment.
B. 
Penalties for offenses under Article II. Penalties for offenses against §§ 305-3 and 305-4 shall be the same as those contained in the Vehicle and Traffic Law of the State of New York, as amended from time to time. Each violation of § 305-4.1 shall carry a maximum fine of $250.

C. 
Penalties for offenses against Article III. Every person convicted of a traffic infraction for violation of any of the provisions of Article III of this chapter shall be punished by a fine not exceeding $50 or by imprisonment for a period not to exceed five days, or by both such fine and imprisonment.

D. 
Penalties for offenses against Article IV. Every person convicted of a traffic infraction for violation of any of the provisions of Article IV of this chapter shall be punished by the following fines or by imprisonment for a period not to exceed five days, or by both such fine and imprisonment:

(1) 
Parking in a crosswalk: $25.
(2) 
Improper parking: $10.
(3) 
Parking in a no-parking zone: $25.
(4) 
Illegally parking in an alley: $20.
(5) 
Parking in a fire zone: $50.
(6) 
Blocking a driveway: $25.
(7) 
Parking in a designated bus stop: $10.
(8) 
Wrong-side parking: $15.
(9) 
Double parking: $50.
(10) 
Parking in a handicap zone: $100.
(11) 
Parking in a snow emergency: $25.
(12) 
Administrative towing fee: $25.
(13) 
Improper parking, Front Street parking lot: $25.
E. 
Penalties for offenses against Article V.

(1) 
Every person convicted of a violation of any of the provisions of § 305-23 of Article V shall be punished by a fine of not more than $50 or by imprisonment for a period not to exceed 30 days, or by both such fine and imprisonment.
(2) 
Every person convicted of a traffic infraction for violation of any of the parking or standing provisions of Article V of this chapter shall be punished by a fine of $10 or by imprisonment for a period of not exceeding one day, or by both such fine and imprisonment. Any fine payment made in excess of the face amount of the fine set forth in this paragraph shall be deemed a voluntary payment. There shall also be imposed an administrative fee of $25 if the motor vehicle needs to be towed.

F. 
Failure of the vehicle owner to pay or schedule a court appearance within 30 days of the receipt of a parking ticket issued under Article IV or V will be deemed a plea of guilty and result in the fine doubling and the addition of a surcharge of $25. Failure to pay within 45 days of the issuance of the ticket shall result in the filing of a criminal summons and/or issuance of an arrest warrant and the imposition of a second surcharge of $25 for each violation of Article IV or V included in such judicial summons or arrest warrant.

G. 
Any motor vehicle which has three or more tickets issued under Articles IV and I or V outstanding in excess of 45 days may have installed upon it a boot or other security device prohibiting the use of the motor vehicle. In addition to the outstanding tickets, the car owner shall pay a boot removal fee in a sum set by the Common Council. Any individual who tampers with or removes a boot on any vehicle without authorization of the City will be guilty of a violation and subject to a fine of not more than $250 or 15 days in jail.

H. 
Any motor vehicle which has five or more tickets issued under Articles IV and I or V outstanding in excess of 90 days may be impounded by the City Police Department.
