A. 
Within the City of Hudson and along the transmission line from Churchtown to Hudson, all taps for supplying water from City mains must be installed by the Department of Public Works or its duly authorized agent, at the expense of the property owner or person making application for the connection. Initial installations, in general, will include labor and the corporation stop.
B. 
Records of locations of all taps will be kept by the Department of Public Works and furnished to the owner upon request. Since correctness of location cannot be guaranteed, the owner should locate the service prior to installation of service line. If, after diligent search by the owner, the tap cannot be located, the Department of Public Works, upon request, will try to locate it.
C. 
Wherever possible, service lines will be jacked under the pavement by approved methods. When it is deemed necessary to utilize a service trench, the Superintendent shall grant permission and the work shall be done in accordance with the standards set by the Department of Public Works. At no time will an excavation be made in the street without obtaining the necessary permits from the Department of Public Works. All costs for such permits, as established by the Department of Public Works, will be borne by the property owner.
Service trenches within the street lines will be backfilled with suitable fill by the contractor installing the water service. Replacement of any sidewalk disturbed in the laying of said service will be the responsibility of the property owner. Replacement of the pavement will be the responsibility of the Department of Public Works.

B. 
The minimum size of the service supplying water to a premises shall be determined by the Department of Public Works.
C. 
The maximum size of the service supplying water to a premises shall be determined by the Department of Public Works, but shall be limited to a standard pipe size smaller than the main.
Unless specifically approved by the Department of Public Works, the largest service allowed for fire and sprinkler systems is eight inches. These eight-inch services will be allowed on mains 10 inches or larger only. No connections larger than six inches will be allowed on eight-inch mains, and four inches on six-inch mains.
A. 
Each two-inch and smaller service shall have a curb stop located, in general, six inches to 12 inches on the inside of the curb. Larger services shall have a valve and valve box located, in general, near the main.
B. 
All services will be placed opposite the lot to be served in the center of the lot, unless otherwise designated by the owner and permitted by the Department of Public Works. Each service from the main to the building to be served shall be laid at right angles to the main. Services shall not be installed under driveways or walk from the street.
C. 
However, where subsurface or other conditions make it impracticable, the service may be otherwise laid upon the approval of the plans submitted by the owner showing the proposed location of the service.
D. 
A water service will not be installed in the same trench with a sewer lateral. A service will not be connected to the interior piping until the service installation has been inspected and approved by the Department of Public Works.
E. 
A service serving an interior meter setting in a "slab" building must be installed in a suitable duct from one foot outside the building footing to the surface of the slab. No couplings or connections will be permitted within the duct.
F. 
All services two inches and smaller shall be Type K soft copper. Fittings may be of brass, copper or cast iron. The service shall be laid with at least four feet six inches of cover. When laid with less for some uncontrollable reason, it shall be protected by a covering of one-inch felt and waterproof canvas or other suitable waterproofing material, or otherwise protected as directed by the Department of Public Works. All pipe and fixtures shall be effectively protected against damage by freezing.
G. 
No attachment for withdrawing water shall be made to the service between the main and the meter, with the exception of a connection for a tight sprinkler system for fire protection.
H. 
Prior to installation of the service, the application for water must have been completed and all necessary permits obtained. Where necessary, building and/or site plans must be submitted at the time of making application, for the purpose of determining location.
I. 
The Department of Public Works reserves the right to refuse a supply of water to a premises on which the plumbing does not meet the requirements of the Department of Public Works, the Building Department and the Board of Health of the political subdivision.
J. 
All rules and regulations in effect now, or as they may be amended, concerning the installation of services on mains in the City of Hudson, will govern the installation of services or water main extensions by private parties, political subdivisions and private line installations.
The curb stop or gate valve, as well as the corporation stop, is under the control of the Department of Public Works and must not be tampered with or interfered with or operated by unauthorized persons. Only authorized Department of Public Works' employees shall turn on water into the premises to be supplied, except that a licensed plumber may turn on the water for testing purposes. The plumber must turn off the water when through testing unless otherwise specially permitted by the Department of Public Works to leave water turned on.
A. 
All services, including all piping and fixtures for the delivering and supplying of water from the main to the building served, shall be maintained and/or repaired by the property owner. If for any reason a leak develops on the service or of the fixtures, the owner shall take immediate steps to repair same. In the event of unreasonable delay in the prosecution of the repair work, due notice will be given by the Superintendent to the owner or the tenant of the premises to start the necessary repairs within 24 hours. Upon failure of the owner to start repairs within this period, the Department of Public Works shall repair the break and the cost of the repairs shall be levied against the owner. The determination of the responsibility involved, whether City of Hudson or property owner, shall rest with the Superintendent, and his decision shall be final.
B. 
Where an emergency shall exist upon the occasion of a break on a service line, the Superintendent may make the necessary repairs with the Department of Public Works' forces without notice to the property owner. However, the costs involved in the prosecution of the work will be assessed against the property owner.
C. 
Charges for work undertaken by the Department of Public Works will be determined from the fee schedule set up by the Department of Public Works.
A. 
When a request is made for a new service to a premises which is already served, the property owner must pay the cost of abandoning the old service or services in accordance with the charges for such work when a change in service location is involved.
B. 
Services renewed as a result of inadequate volume due to deterioration of the service are the responsibility of the property owner, and the costs incurred will be paid by the property owner.

A. 
Except as provided for in Subsection B, any service, the use of which has been permanently discontinued, shall be turned off at the main and said service shall be disconnected from the corporation stop. All work shall be performed by a licensed plumber and under the supervision of the Department of Public Works. The cost involved for such work shall be borne by the property owner. When a service is to be abandoned or is determined to be abandoned, such work shall be done within 30 days from the time of abandonment.
B. 
Any service provided by the City of Hudson through the Churchtown transmission line located under Route 23B between Old Lane in Claverack, New York, and Route 66 in Greenport, New York, may be turned off at a point other than the corporation stop if, in the discretion of the Superintendent of the Public Works Department, such alternative turnoff point is necessary due to the inaccessibility to the transmission line under Route 23B. Where service is turned off at a point other than the corporation stop on the Churchtown transmission line, the alternative turnoff point and method of securing and turning off the service line shall be at the discretion of the Superintendent of Public Works.
