A. 
"Private lines" are mains (including fire protection) constructed by the consumer on other than public property or on public property where allowed by the Department of Public Works.
B. 
Private lines are to be laid at the sole expense of applicants with the specific consent to the Superintendent and in accordance with the requirements of the Department of Public Works. Said private lines will be maintained by the owner. In general, such private lines will be allowed:
(1) 
In undedicated streets or on private property within the City limits.
(2) 
Extensions beyond the ends of existing or extended water mains in dedicated streets, or, with the consent of the proper authorities, outside the corporate limits of the City of Hudson.
When a main is laid in front of property served by a private line smaller than the normal requirements for a water main in the street, all services shall be transferred to the new main and the private line abandoned. The line may be salvaged by the owner. All services will be transferred from the private line to the water main at the expense of the customer.
All private lines shall be installed at the sole expense of the applicants. Such expense shall include all cost of excavating of trench, laying of pipe, backfilling the trench and providing for such service connections as the Superintendent may direct. The Department of Public Works will make the connection to the existing main at the owner's expense, consisting of corporation stop and labor.
Upon request for a private line, the applicant shall present all pertinent information to the Department of Public Works concerning the new line. Where necessary, building and/or site plans must be submitted at the time of the application.
All private lines shall be installed subject to the supervision and inspection of the Department of Public Works, and trenches shall not be backfilled until the private line is inspected and approved. Water will not be turned into a private line until work has been approved.
Ownership of a private line shall remain with the owner of the property served by this line. Right to connect to the private line for extensions or for service connections is retained by the Department of Public Works. However, such service installations normally will not be made until written consent of the owner has been received by the Department.
Repairs to private lines will be made as set forth in § A333-33, Repair and maintenance of services, of the rules and regulations.
The use of said private line must be as stated in the application. Any other use, unless granted in writing by the Superintendent, could result in the permanent discontinuance of service.
