A.
There shall be a Department of Finance the Director
of which shall be the Chief Financial Officer, who shall also hold
the title of Comptroller.
B.
The powers and duties of the Department are to:
(1)
Develop, maintain and enforce a uniform system of
accounts, including forms, standards and procedures for all departments
of the municipal government;
(2)
Maintain and operate the Township's central bookkeeping
and account records according to sound accounting principles and in
accordance with the requirements of the Director of the State Division
of Local Government;
(3)
Control all receipts and disbursements of the municipal
government and of each of its departments; prescribe voucher forms;
warrant, approve and preaudit all bills, claims and demands against
the Township, including payrolls; assure that all bills approved for
payment have been incurred with the authority of the Council as may
be required by law;
(4)
Control all expenditures; assure that under an encumbrance
system of budget operation that budget appropriations are not exceeded
and maintain such books and records as may be required for the exercise
of such budgetary control;
(5)
Review each proposed expenditure and commitment to
be made on behalf of any department for conformity with state law,
the Charter and ordinances of the Township and authorize only such
expenditures and commitments as conform with the requirements of the
Charter and this code;
(6)
Prepare for the second regular meeting of the Council
a list of all bills, claims and vouchers which have been paid through
the last day of the preceding month. A copy of the list will be filed
with the Council, Mayor, and Business Administrator and also with
the Clerk, as a public record open to examination in his office;
(7)
Recommend to the Township Council the sale and award
of bonds, including therein the principal amount, interest rate, maturities
and price obtained and thereafter report the sale to the Council;

A.
Within the Department of Finance there shall be a
Division of Collections, the head of which shall be the Township Tax
Collector. The Tax Collector shall be appointed for the term prescribed
by law.
B.
The powers and duties of the Division of Collections
are to:
(1)
Perform the functions of a Collector of Taxes, including,
without limitation thereto, the preparation and mailing of tax bills,
enforcement of tax collections by tax sale and otherwise, and the
maintenance of tax accounting records;
(2)
Receive and collect all current and delinquent taxes,
receive penalties and interest pursuant to law;
(3)
Make or cause to be made and certify searches for
tax and other liens on real property as may be authorized by law and
charge and collect for the use of the Township the fee required pursuant
to law for any such search;
(4)
Provide a central cashier for all departments, excepting
only such departments as may be exempted by written order of the Business
Administrator filed with the Comptroller and receive funds entrusted
to or under the control of any department and deposit all funds received
by it in depositories authorized by the Council;
(5)
Issue and execute a new certificate of tax sale in
the place of one that has been lost or destroyed, provided the Tax
Collector has been authorized to do so by resolution of the Council.
The Township shall charge a fee of $100 to issue a duplicate tax sale
certificate.

Within the Department of Finance there shall be a Division of Assessments as set forth in § 4-51, the head of which shall be the Chief Assessor.
