There is hereby established the Department of Planning, Zoning and Construction Inspections, the head of which shall be the Director, and which shall consist of the Division of Planning and Zoning; the Division of Construction Inspection and Enforcement; and the Division of Housing, Building and Maintenance. The Director or his or her designee shall also serve as the Administrative Officer as established under the authority of N.J.S.A. 40:55D-18.

There shall be a Division of Planning and Zoning, the head of which shall be the Director of the Department of Planning, Zoning and Construction Inspections, or his or her designee.
A. 
Responsibility for issuance of zoning permits and approval certificates;
B. 
Process all development applications;
C. 
Provide and distribute:
(1) 
Plans and documents for pending development applications;
(2) 
Minutes;
(3) 
Land use, zoning and procedural ordinances; and
(4) 
Resolutions memorializing actions of the Planning Board and Zoning Board of Adjustment.
D. 
Determine compliance with Chapter 225, Land Use, Subdivisions and Site Plans, and Chapter 430, Zoning;
E. 
Determine jurisdiction with regard to variance applications;
F. 
Investigate zoning complaints and prosecute violations;
G. 
Determine whether variances or waivers are required with regard to development applications; and
H. 
Make and certify a list of current property owners for purposes of notification.
A. 
There is hereby established a State Uniform Construction Code enforcing agency to be known as the "Division of Construction Inspection and Enforcement," the head of which will be the Construction Official. In addition to the Construction Official, the Division will consist of a Building Subcode Official, Plumbing Subcode Official, and such other subcode officials for such additional subcodes as the Commissioner of the Department of Community Affairs, State of New Jersey, shall hereafter adopt as part of the State Uniform Construction Code.
B. 
Each official position created shall be filled by a person qualified for such position pursuant to N.J.A.C. 5:23; provided that, in lieu of any particular subcode official, an on-site inspection agency may be retained by contract pursuant to N.J.A.C. 5:23. More than one such official position may be held by the same person, provided that such person is qualified pursuant to N.J.A.C. 5:23 to hold each such position.
A. 
There shall be a Division of Housing, Building and Maintenance, the head of which shall be the Senior Housing Inspector.
B. 
The powers and duties of the Division shall be to enforce state statutes, the Township ordinances and codes pertaining to property maintenance.[1]

A. 
Establishment. An Environmental Advisory Committee is hereby established in, but not of, the Department of Planning, Zoning and Construction Inspections.
B. 
Members; terms; qualifications; Council liaison.
(1) 
The Environmental Advisory Committee shall consist of nine members, five of whom shall be appointed by the Township Council and four of whom shall be appointed by the Mayor. Members shall be Township residents who have earned graduate school degrees in scientific fields which are generally accepted as being relevant to environmental concerns (i.e., biology, chemistry, engineering, etc.) or who have work experience which is the equivalent of such a degree. The terms of the members first appointed shall be as follows:
(a) 
Three members shall be appointed for one-year terms, one to be appointed by the Mayor and two to be appointed by the Township Council.
(b) 
Three members shall be appointed for two-year terms, two to be appointed by the Mayor and one to be appointed by the Township Council.
(c) 
Three members shall be appointed for three-year terms, one to be appointed by the Mayor and two to be appointed by the Township Council.
(2) 
Thereafter, the term of each member shall be for a period of three years.
(3) 
A member of the Township Council shall be designated annually to serve as a nonvoting liaison between the Council and the Environmental Advisory Committee.
C. 
Purpose. The Parsippany-Troy Hills Environmental Advisory Committee is intended to serve in an advisory capacity and shall, upon request of the Township Council, provide information, advice and recommendations relating to environmental issues which affect, or are perceived to have a potential effect on, the Township of Parsippany-Troy Hills.
D. 
Duties and powers.
(1) 
The Environmental Advisory Committee shall study and make reports and recommendations as may be directed by the Township Council from time to time regarding environmental issues such as land use and development, solid waste management, toxic materials storage, air and water pollution, noise control, open space preservation, water resources management, energy conservation and the like.
(2) 
The Committee shall serve as a repository of information about environmental issues relating to the Township of Parsippany-Troy Hills which has been developed in the performance of its tasks.
(3) 
The Committee may recommend to the Township Council, subject to funds being available, the hiring of experts to assist the Committee in carrying out its duties.

Establishment. An Historic Preservation Advisory Committee is hereby established in, but not of, the Department of Planning, Zoning and Construction Inspections.
B. 
Members; terms; qualifications; Council liaison.
(1) 
The Historic Preservation Advisory Committee shall consist of seven members, four of whom shall be appointed by the Mayor, and three of whom shall be appointed by the Council. Members shall be Township residents who have knowledge of or have demonstrated an interest in local history. Members shall serve without compensation. The terms of the members first appointed shall be as follows:
(a) 
Three members shall be appointed for one-year terms, one to be appointed by the Mayor and two to be appointed by the Township Council.
(b) 
Three members shall be appointed for two-year terms, two to be appointed by the Mayor and one to be appointed by the Township Council.
(c) 
One member, to be appointed by the Mayor, shall be appointed for a three-year term.
(2) 
Thereafter, the term of each member shall be for a period of three years.
(3) 
A member of the Township Council shall be designated annually to serve as a nonvoting liaison between the Council and the Historic Preservation Advisory Committee.
C. 
Purpose. The Parsippany-Troy Hills Historic Preservation Advisory Committee is intended to serve in an advisory capacity and shall, upon request of the Township Council, provide information, advice and recommendations relating to the promotion of historic preservation in the Township of Parsippany-Troy Hills and the impact of development on historical sites.
D. 
Duties and responsibilities.
(1) 
Survey. The Committee shall prepare a survey of historic sites within the Township.
(2) 
Master Plan recommendations. The Committee shall make recommendations to the Planning Board as to the inclusion of an historic preservation plan element of the Master Plan and on the implications for preservation of historic sites in any other Master Plan elements and to the Township Council for the adoption of historic preservation provisions, standards and criteria in the land use ordinances.
(3) 
Capital budget. The Committee shall advise the Township Council on any features of the annual capital budget that have historic preservation implications.
(4) 
Development recommendations. The Committee shall advise the Planning Board and Zoning Board of Adjustment on applications for development.
(5) 
Assistance. The Committee shall advise and assist applicants for construction permits, if requested by said applicants, in advance of a formal application on ways to comply with the preservation objectives of this article.
(6) 
Other functions. The Committee shall carry out such other advisory, educational and informational functions as will promote historic preservation in the Township.
(7) 
Evaluation of sites. The Committee may evaluate historic sites included in the community-wide survey against the criteria for the National and State Registers of Historic Places and prepare nominations for consideration of the State Historical Preservation Officer.

A. 
For purposes of this section, the following terms shall have the meanings indicated:
MUNICIPAL HOUSING LIAISON
The employee charged by the governing body with responsibility for oversight and administration of the affordable housing program for the Township.
B. 
There is hereby established the position of Municipal Housing Liaison, pursuant to the requirements of N.J.A.C. 5:94-7 and N.J.A.C. 5:80-26.1 et seq. The Municipal Housing Liaison shall be appointed by the Council and shall be responsible for the administration of the Township's affordable housing program, including affordability controls, the Affirmative Marketing Plan, monitoring and reporting, and, where applicable, supervising any contracted administrative agent, as well as the enforcement of the requirements of N.J.A.C. 5:94-7 and N.J.A.C. 5:80-26.1 et seq. and Chapter 225, Articles XIV and XV and Chapter 430 of this Township Code.
C. 
Subject to the approval of the Court or Council on Affordable Housing (COAH), the Municipal Housing Liaison shall be appointed by the governing body and may be a full- or part-time municipal employee. The Municipal Housing Liaison shall be reported to the Superior Court and thereafter posted on the Township website, and shall be duly qualified through a training program sponsored by Affordable Housing Professionals of New Jersey before assuming the duties of Municipal Housing Liaison.
D. 
The Municipal Housing Liaison shall be responsible for oversight and administration of the affordable housing program for the Township, including the following responsibilities which may not be contracted out to the administrative agent:
(1) 
Serving as the Township's primary point of contact for all inquiries from the state, affordable housing providers, administrative agents, and interested households;
(2) 
The implementation of the Affirmative Marketing Plan and affordability controls;
(3) 
When applicable, supervising any contracting administrative agent;
(4) 
Monitoring the status of all restricted units in the Township's Fair Share Plan;
(5) 
Compiling, verifying, and submitting annual reports as required by COAH;
(6) 
Coordinating meetings with affordable housing providers and administrative agents, as applicable; and
(7) 
Attending continuing education opportunities on affordability controls, compliance monitoring, and affirmative marketing as offered or approved by the Affordable Housing Professionals of New Jersey (AHPNJ), if such continuing education opportunities are made available by COAH or the DCA.
E. 
Subject to approval by COAH or the Court, Parsippany-Troy Hills shall designate one of more administrative agent(s) to administer and affirmatively market the affordable units constructed in the Township in accordance with UHAC and this section. An operating manual for each affordable housing program shall be provided by the administrative agent(s) to be adopted by resolution of the governing body and subject to approval of the Court. The operating manual(s) shall be available for public inspection in the office of the Township Clerk, in the office of the Municipal Housing Liaison, and in the office(s) of the administrative agent(s). The Municipal Housing Liaison shall supervise the contracting administrative agent(s).
F. 
Compensation. Compensation shall be fixed by the governing body at the time of the appointment of the Municipal Housing Liaison.

A. 
Establishment. There is hereby established an Economic Development Committee which will be known as the "Economic Development Advisory Committee of the Township of Parsippany-Troy Hills." The Committee is hereby established in, but not of, the Department of Planning, Zoning and Construction Inspections and shall be advisory to the Township Council. The Committee shall consist of 11 members.
B. 
Members; terms; qualifications; compensation; Council liaison.
(1) 
The Economic Development Advisory Committee shall consist of 11 members, five of whom shall be appointed by the Mayor, and six of whom shall be appointed by the Council. Members shall be Township residents or owners or employees of businesses located within the Township who have knowledge of or have demonstrated an interest in the economic well-being of the Township. Each member shall be chosen with a special view to qualifications and fitness for service on the Committee. Members shall serve without compensation. The terms of the members first appointed shall be as follows:

(a) 
Five members shall be appointed for three-year terms, two to be appointed by the Mayor and three to be appointed by the Township Council.
(b) 
Five members shall be appointed for two-year terms, two to be appointed by the Mayor and three to be appointed by the Township Council.
(c) 
One member, to be appointed by the Mayor, shall be appointed for a one-year term.
(2) 
Thereafter, the term of each member shall be for a period of three years.
(3) 
A member of the Township Council shall be designated annually to serve as a nonvoting liaison between the Council and the Economic Development Advisory Committee.
C. 
Purpose. The Parsippany-Troy Hills Economic Development Advisory Committee is intended to serve in an advisory capacity and shall, upon request of the Township Council, provide information, advice and recommendations relating to the promotion of Economic Development in the Township of Parsippany-Troy Hills.
D. 
Duties and responsibilities.
(1) 
Compile and provide timely and useful vacant listings for developments. Foster a business-friendly environment.
(2) 
Work to ensure a balance of interest with the environment and promote an understanding of economic development and help the community to realize a desired economic future.
(3) 
Develop advisory plans and propose programs to encourage the expansion and strengthening of existing business and commercial enterprises in the Township of Parsippany-Troy Hills consistent with the best interests of the Township as a whole.
(4) 
Develop advisory plans and programs which will attract new business and commercial enterprises to the Township of Parsippany-Troy Hills which are in the best interests of the Township as a whole.
(5) 
Investigate, analyze and submit regular reports to the Township Council on any obstacles to the expansion of the industrial and commercial tax base of the Township of Parsippany-Troy Hills.
(6) 
Make recommendations to the Township Council regarding any ways or means by which the Township can assist in meeting the needs of any development deemed appropriate.
(7) 
The Economic Development Committee may participate in appropriate county and regional economic development activities.
(8) 
The Committee shall develop ways and means of promoting and attracting Parsippany-Troy Hills Township's economic development assets for industry, resort/tourism, transportation, governmental and other potential economic interests.
(9) 
The Committee shall not exercise any power of condemnation and shall not be authorized to pledge the credit of the Township of Parsippany-Troy Hills or to create any debt against the Township or in any manner act as the agent of the Township, except as specifically authorized by resolution of the Township Council.
(10) 
The Committee shall make an annual report to the Township Council setting forth its operations and goals for the preceding 12 months.
E. 
Meetings. The Economic Development Committee shall meet on a schedule devised by its members, but not less than four times each year. A quorum shall consist of six members.
F. 
Officers. The Committee shall organize annually by the election of one of its members as Chairman, one of its members as Vice Chairman and one of its members as Secretary. No member shall hold more than one position within the Committee.
G. 
Oath of office. Each member and officer of the Committee shall, before assuming office, take and subscribe an oath that he/she will faithfully and impartially discharge the duties of his/her office.
H. 
Bylaws. To effectuate its purposes, the Committee shall have the power to adopt suitable bylaws for the management of its affairs.
