There is hereby established a Traffic Advisory Committee.
The Traffic Advisory Committee shall consist of nine members, five of whom shall be appointed by the Township Council and four of whom shall be appointed by the Mayor. Members shall be Township residents who have a concern for the management of traffic within the Township.
A. 
The terms of the members first appointed shall be as follows:
(1) 
Three members shall be appointed for terms ending December 31 of the first year of appointment, one to be appointed by the Mayor and two to be appointed by the Township Council.
(2) 
Three members shall be appointed for two-year terms, said terms ending December 31 of the second year of the term, two to be appointed by the Mayor and one to be appointed by the Township Council.
(3) 
Three members shall be appointed for three-year terms, said terms ending December 31 of the third year of the term, one to be appointed by the Mayor and two to be appointed by the Township Council.
B. 
Thereafter, the term of each member shall be for a period of three years.
C. 
A member of the Township Council shall be designated annually to serve as a nonvoting liaison between the Council and the Traffic Advisory Committee.
D. 
A representative of the administration designated annually by the Mayor shall serve as a nonvoting liaison between the administration and the Traffic Advisory Committee.
The Parsippany-Troy Hills Traffic Advisory Committee is intended to serve in an advisory capacity and shall, upon request of the Township Council, provide information, advice and recommendations relating to traffic management issues which affect or are perceived to have a potential effect on the Township of Parsippany-Troy Hills.
A. 
The Traffic Advisory Committee shall study and make reports and recommendations as may be directed by the Township Council from time to time regarding traffic management issues, including but not limited to congestion control, proper signage, traffic-calming measures, and the like. The Traffic Advisory Committee shall conduct public meetings to take testimony from interested citizens, Township officials, and outside interests, including but not limited to traffic management experts, to determine what, if any, action, legislative or executive, shall be taken to ensure that traffic will be effectively, efficiently, and safely managed throughout the Township of Parsippany-Troy Hills.
B. 
The Traffic Advisory Committee shall serve as a repository of information about traffic management issues relating to the Township of Parsippany-Troy Hills which have been developed in the performance of its tasks.
C. 
The Traffic Advisory Committee may recommend to the Township Council, subject to funds being available, the hiring of independent and neutral traffic management experts to assist the Traffic Advisory Committee in carrying out its duties.
