No person shall make, aid, countenance or assist in making any improper noise (riot), breach of the peace or disturbance, or be guilty of any disorderly conduct or open drunkenness, nor engage in any fighting, threatening or violent tumultuous behavior, nor create a hazardous or physically dangerous condition by any act which serves no legitimate purpose of the actor, nor molest or interfere with any person lawfully in any public place, nor drink intoxicating liquors in the streets or highways of the Township, nor in a public place address with the purpose to offend the sensibilities of a hearer or, in reckless disregard of the probability of so doing, use unreasonably loud and offensively coarse or abusive language to any person present; nor shall any persons collect in groups or crowds in any of the streets, highways or public places within the Township limits for idle, unlawful or disorderly purposes.
Where four or more persons are participating in generally prohibited conduct likely to cause substantial harm, a police officer may order the participants and others in the immediate vicinity to disperse. A person who refuses to obey such an order shall be guilty of a violation of this chapter.

This chapter shall be enforced by the Police Department of the Township of Parsippany-Troy Hills.
