The spillage or dumping of soil or any other
material upon public roadways from vehicles is specifically prohibited.
The driver of the vehicle, the owner of the vehicle and the owner
of the premises from which the material has been taken which has spilled
upon public roadways shall be liable, individually and collectively,
for the violation of this article. In addition to any costs the Township
may incur for the removal of spillage from a public roadway, the driver
of the vehicle, the owner of the vehicle and the owner of the premises
from which the material has been taken shall be subject to a penalty
of not less than $1,000 or 90 days in jail.
