As used in this chapter, the following terms shall have the meanings indicated:
IMPOUNDED
Taken into custody and possession of the Police Department by finding or recovery, by removal due to abandonment by the owner or operator, by a member of the police force acting in the line of duty, or in any other lawful manner.
VEHICLE
A machine as defined in Chapter 401, Vehicles, Abandoned, § 401-1.

Upon a determination by the Chief of Police or his duly authorized representative that an impounded vehicle may be released upon the satisfaction of any fines, towing charges, storage fees or other costs incurred as a result of impoundment, the registered and legal owner of the vehicle shall be notified in writing, by personal service or certified mail, at the last known address of the owner, of the reason of such impoundment, of the location of the vehicle, the amount and nature of penalties and costs that may be entered against such person, that said vehicle may be claimed and picked up by the owner upon the payment of such penalties and costs, and that the vehicle will be sold after the appropriate time period as set forth in N.J.S.A. 39:10A-1b if it is not reclaimed.
Upon notification to the property owner as required herein, a storage fee of $10 per day shall be imposed until all charges and costs are paid and the impounded vehicle is claimed and picked up by the property owner, except as hereinafter set forth. A storage fee of $5 per day shall be imposed in accordance with this chapter in those cases where the impounded vehicle is a minibike, moped, go-cart, or similar type of vehicle, as determined by the Chief of Police or his duly authorized representative.

Any impounded vehicle which is not claimed and picked up by the property owner within the minimum holding period set forth in N.J.S.A. 39:10A-1b shall be subject to sale at public auction as provided in N.J.S.A. 39:10A-1 et seq. The Township Council may by resolution provide for the sale of any such property at public auction, after notice of a designated time and place therefor, not less than five days prior thereto, by one publication in a newspaper circulating within the Township, and by notifying the owner of the motor vehicle, in writing, by personal service or certified mail. All monies received from the sale of any such property shall be paid into the general municipal treasury.
