The County of Suffolk has entered into an agreement
with the Village of Southampton authorizing said Village to supervise
and police for park purposes all that certain piece or parcel of land
bounded on the west by the waters known as the Shinnecock Inlet, on
the north by the waters of Shinnecock Bay, on the east by the westerly
boundary line of the Village of Southampton and on the south by the
waters of the Atlantic Ocean.
The said area is hereby designated as a park,
to be known as the "Shinnecock Inlet Park."
A.
No person shall drive or park a vehicle in or on the
area of the Shinnecock Inlet Park unless he is a resident of Suffolk
County, New York, and has in his possession a current, valid Suffolk
County Department of Parks beach use permit and a valid Suffolk County
parks leisure pass.
B.
Such permit shall be issued by the Suffolk County
Parks Department, by the Southampton Village Clerk or a park ranger
stationed at a point to be designated by the Village Board of Trustees,
upon application therefor, if the applicant possesses a license issued
by the State of New York to operate a motor vehicle upon the public
highways.
No vehicle propelled by a motor or other mechanical
device shall be permitted or driven in the Shinnecock Inlet Park at
any time unless:
A.
Such vehicle has at least four wheels in contact with
the ground at all times and is licensed by the State of New York.
B.
The driver or operator is covered by a liability insurance
policy which satisfies the requirements of the State of New York for
the operation of a motor vehicle upon public highways.
C.
Such vehicle is equipped with a jack; jack board;
cable or chain or rope; air pressure gauge; tire inflation device;
flashlight; shovel; spare tire; fire extinguisher and snap line; and
has been issued a Suffolk County Parks Department beach use sticker.
No vehicle shall be driven or operated in the
Shinnecock Inlet Park at a speed in excess of 10 miles per hour.
No vehicle shall cross the dunes to and from
the ocean beach nor be driven onto or from the ocean beach except
at points designated by signs.
No person shall violate any Barrier Beach rules
and regulations of the Suffolk County Department of Parks in said
park. Any violation of said rules and regulations shall constitute
a violation of this Article.
The Board of Trustees shall, by resolution of
said Board, promulgate rules and regulations pertaining to the said
Shinnecock Inlet Park.[1] A violation of said rules and regulations shall constitute
a violation of this article.
