As used in this article, the following terms
shall have the meanings indicated:
All property and improvements used in connection with the
municipal bathing beach, sometimes called "Cooper's Neck Beach," the
entire parking area used in connection therewith, and also any parking
area designed for use in connection with said municipal bathing beach
located in the area but lying northerly of Meadow Lane.

Any person actually residing within the Village of Southampton
for a period of more than one year.
Any person actually residing for one day or more in any housing
accommodation or facility within Union Free School District No. 6
of the Town of Southampton or within the Southampton Outside Fire
Protection District, which person is the holder of a valid beach parking
permit issued as provided for herein, which permit shall be valid
only for and during the actual period of such residence.

During the period from May 15 through September
15 in each and every year, or such other period as may be established
by resolution of the Board of Trustees for the particular year involved
(such resolution to be adopted prior to June 1 of the particular year
involved), no person shall park or stand any motor vehicle (including,
but not by way of limitation, any motorcycle) in or upon the parking
area at the municipal bathing facility while the parking guard booth
at said facility is staffed by an attendant unless same shall be owned
or operated by a permanent resident or taxpayer of the Village or
by a qualified resident, as herein defined, upon which there shall
be displayed at all times a valid beach parking permit, either pasted
or attached to the left rear window (except that if such permit is
a daily permit, it shall be either pasted or attached to the front
windshield) in the case of an automobile or, in the case of a motorcycle,
upon such portion thereof as shall be clearly visible, evidencing
the fact that same is owned or operated by such permanent resident
or taxpayer of the Village or by such qualified resident. No parking
within the entire parking area used in connection therewith, and also
any parking area designed for use in connection with said municipal
bathing beach located in the area but lying northerly of Meadow Lane,
from 2:00 a.m. to 5:00 a.m., year-round.
A.
Beach parking permits shall be issued by the Village
Clerk free of charge to any permanent resident or taxpayer of the
Village, and by the Village Clerk or such other person as the Board
of Trustees shall from time to time designate to any qualified resident
upon payment of a fee of $8[1] or such other amount as may hereafter be fixed by resolution
of the Board of Trustees.[2]

Editor's Note: By resolution of 5-5-1978,
guests of motels and other overnight housing facilities within the
Village or Union Free School District No. 6 of the Town of Southampton
or within the Southampton Outside Fire Protection District were permitted
to receive daily parking permits. Such resolution further provided
that said permits would not be valid on or issued for Saturdays, Sundays
or holidays. The fee for such permit was set at $5 per car per day
by resolution of the Board of Trustees 1-20-1981.

A separate beach parking permit shall be obtained
for each automobile or motorcycle so parked upon payment of the prescribed
charge, and no permit shall be displayed upon or used for any motor
vehicle other than the one for which it was issued.

All persons are hereby prohibited at all times from having in their possession or consuming any beer, wine, liquor or other intoxicating beverage at the municipal bathing facility and parking area, except in accordance with § 82-3B.
No person shall take, carry or otherwise bring,
keep or allow to remain any dog or other animal or pet within said
municipal bathing facility and parking area at any time.

In addition thereto, the Village police may cause any vehicle which
is parked in violation of this article to be removed to a suitable
place, and the expenses of such removal (the cost of such removal
may be fixed by resolution of the Board of Trustees from time to time),
together with reasonable charges for storage, shall be paid by the
owner or operator of such vehicle.
