A. 
The area hereinafter described is hereby established as a public parking area of the Village of Southampton, New York, for which a special permit is required:
All that piece or parcel of land situate in the Village and Town of Southampton, County of Suffolk and State of New York, being a portion of Lots 2 and 3, Subdivision Map Section A, Southampton-Quogue Beach, filed in the office of the Clerk of Suffolk County on May 29, 1928, as Map No. 868, bounded and described as follows:
Beginning at a point on the northerly line of Beach Road and at the southwest corner of the herein-described parcel, said point being situate the following three courses and distances easterly, measured along the northerly line of Beach Road, from a point formed by the intersection of the northerly line of Beach Road and the easterly line of Road 13: (1) easterly on the arc of a regular curve to the right having a radius of 423.72 feet, a distance of 77.74 feet to a point of compound curvature in the northerly line of Beach Road;
(2) easterly on the arc of a regular curve to the right having a radius of 1,578.70 feet, a distance of 243.39 feet; and (3) north 88° 50 30 east, 45.00 feet; and running thence from the point of beginning northerly, easterly, again northerly, again easterly and southerly through lands of David S. Smith the following five courses and distances: (1) north 1° 09 30 west, 20.00 feet; (2) north 88° 50 30 east, 105.83 feet; (3) north 1° 09 30 west, 8.00 feet; (4) north 88° 50 30 east, 36.17 feet; and (5) south 1° 09 30 east, 27.95 feet, to the northerly line of Beach Road; thence westerly, along the northerly line of Beach Road, the following two courses and distances: (1) on the arc of a regular curve to the right having a radius of 1,469.00 feet, a distance of 12.00 feet; and (2) south 88° 50 30 west, 130.00 feet, to the point or place of beginning.
B. 
Heliport parking area. The area hereinafter described is hereby established as a public parking area of the Village of Southampton for which a special permit is required:
The parking area used in connection with the heliport. The heliport is situate on the north side of Meadow Lane. The parking area used in connection with the heliport is situate on the south side of Meadow Lane on the parcel bounded on the north by Meadow Lane, on the east by the lot designated on the Suffolk County Tax Map as 904-21-1-12, on the south by the Atlantic Ocean and on the west by the lot designated on the Suffolk County Tax Map as 904-21-1-14.4.

During the period from May 15 through September 15 in each year, no person shall park or stand any motor vehicle in or upon the aforesaid Beach Road parking area or said heliport parking area unless there shall be displayed on said motor vehicle a valid permit issued pursuant to § 86-7 of this chapter, the intent being that only such persons as have a permit to use the municipal bathing facility and parking area shall be permitted to use the Beach Road parking area or said heliport parking area. No parking in or upon the parking areas described in § 86-14 or any parking area designed for use in connection with said heliport parking area, from 2:00 a.m. to 5:00 a.m., year-round.

Any person who violates this article or fails to comply with any of its requirements shall, upon conviction thereof, be subject to the penalties provided in Article II of Chapter 1 of the Code of the Village of Southampton.

In addition thereto, the Village police may cause any vehicle which is parked in violation of this article to be removed to a suitable place, and the expenses of such removal (the cost of such removal may be fixed by resolution of the Board of Trustees from time to time), together with reasonable charges for storage, shall be paid by the owner or operator of such vehicle.
