No person shall remove or cause or allow to be removed water from a swimming pool, cellar, basement or any other place where the same has accumulated, in such a manner that water is placed or deposited or enters upon a public or private street in the Village of Southampton, unless a permit granting permission to do so has been issued as herein provided.
A person who wishes to remove water as hereinabove provided in such a manner that water is placed or deposited or enters upon a public or private street may apply to the Highway Department of the Village of Southampton for a permit to do so at a specified time, and the Highway Foreman may issue such permit in an appropriate case. No permit shall be granted if there is some other reasonable method available to dispose of such water, nor if such action will damage or is likely to damage the street involved, nor if such action will create or is likely to create an unsafe condition. In case of emergency, the Chief of Police is authorized to grant the permit.
If water is caused to be placed upon, deposited or to enter upon a public or private street in violation of the provisions of this article, the Highway Department is authorized to take such reasonable action as may be necessary to prevent water from being placed, deposited or to enter upon a public or private street.

Any person who violates this article or fails to comply with any of its requirements shall, upon conviction thereof, be subject to the penalties provided in Article II of Chapter 1 of the Code of the Village of Southampton.
