A. 
The following public improvements will be required and bonded if applicable:
(1) 
Street pavement.
(2) 
Curbs and sidewalks.
(3) 
Streetlights.
(4) 
Storm drainage facilities, including landscaping and fencing of recharge basins.
(5) 
Street signs to conform to existing Village standards.
(6) 
Street trees.
(7) 
Bulkheading where necessary and subject to special regulations and controls.
(8) 
Water mains and underground electric lines.
(9) 
Fire wells or cisterns.
B. 
The following public utilities may be required but not bonded by the Village. Assurance of construction from the appropriate private company or public agency must be supplied to the Planning Board by the subdivider.
(1) 
Fire hydrants as specified by the Fire Department (when water mains are to be installed).
(2) 
Sewage disposal facilities when specified by appropriate agencies.
(3) 
Underground telephone and television cables.
C. 
Public improvements for which the subdivider has been bonded shall be constructed in accordance with Article X, Design Standards, and with the construction specifications for subdivisions as adopted by the Village Board. Said specifications shall be drawn up by the Village Engineer, and the Village Engineer shall be the enforcement officer thereof.
D. 
Fire wells shall be installed according to the specifications of the Fire Department, such specifications to be on file at the office of the Planning Board. Upon completion of the installations, the subdivider shall contact the Fire Department so that a representative of the Department may arrange any appropriate tests of the well before acceptance.
A. 
All bonded improvements shall be inspected by the Village Engineer to ensure satisfactory completion.
B. 
At least 24 hours' notice shall be given to the Village Engineer prior to any major construction or installation so that a representative of the Village may be present at the time the work is performed.
C. 
The subdivider shall supply the Village Engineer with a schedule of construction indicating the beginning and completion dates of each of the following phases of work:
(1) 
Erosion and sedimentation controls and wetland protection measures.

(2) 
Drainage pipe installed with other drainage structures before backfilling, and recharge basin excavation.
(3) 
Curbing and sidewalk and road subbase analysis.
(4) 
Placement of road base course materials.
(5) 
Finished roadway pavement materials.
(6) 
Landscaping and fencing.
D. 
The subdivider shall notify the Village Engineer, in writing, at least five days prior to the completion of each of the above phases of construction.
E. 
Construction testing of roadway pavement materials shall be performed in accordance with the requirements of the road and drainage standards for the Village of Southampton.
F. 
The Village Engineer shall coordinate the placement of the following improvements:
(1) 
Water mains and hydrant connections prior to backfilling.
(2) 
Fire well or cistern installation.
(3) 
Placement of underground electric, telephone or television cables.
G. 
A final inspection of all improvements shall be made by the Village Engineer to determine whether the work is satisfactory and in substantial agreement with the approved final plat drawings, design standards of these regulations and the construction specifications for subdivisions. The general condition of the site shall also be considered. If erosion conditions exist or it appears likely that a hazardous or unsatisfactory condition may arise, the Village Engineer may require special measures be taken by the subdivider.

A. 
A review fee shall be required for review of proposed subdivisions which involve new road construction. The amount of such fee shall be as specified in § 97-47.
B. 
An inspection fee shall be required for field inspections of improvements in accordance with § 97-28. The amount of such fee shall be as specified in § 97-47.
C. 
If a subdivision is abandoned, no part of the inspection or review fees already paid to the Village will be returned to the subdivider.
