Pursuant to Section 6109 of the Vehicle Code, effective July 1, 1977,[1] the Borough Council of the Borough of Franklin Park does hereby designate the Public Safety Committee of the Borough Council as the public officials authorized to act in connection with the following traffic regulations, upon resolution by the Borough Council:
A. 
Regulating or prohibiting stopping, standing or parking.
B. 
Regulating traffic by means of police officers or official traffic control devices.
C. 
Regulating or prohibiting processions or assemblages on Borough streets.
D. 
Designating particular Borough streets for use by traffic moving in one direction, as authorized in Section 3308 of the Vehicle Code (relating to one-way streets and rotary traffic islands).[2]

E. 
Establishing speed limits for vehicles in public parks.
F. 
Designating any Borough street as a through street or designating any intersection or junction of streets as a stop or yield intersection or junction.
G. 
Prohibiting or restricting the use of Borough streets at particular places or by particular classes of vehicles whenever the street or portion of the street may be seriously damaged by the use or the movement of the vehicle would constitute a safety hazard.
H. 
Regulating the operation of pedalcycles and requiring their registration and inspection and the payment of a reasonable registration fee.
I. 
Regulating or prohibiting the turning of vehicles or specified types of vehicles as authorized in Section 3331 of the Vehicle Code (relating to required position and method of turning).[3]

J. 
Altering or establishing speed limits as authorized in Subchapter F of Chapter 33 (Sections 3361 to 3368) of the Vehicle Code relating to speed restrictions.
K. 
Enforcement of speed restrictions authorized under Subchapter F of Chapter 33, except that speed restrictions may be enforced by local police on a limited access or divided street only if it is patrolled by the local police force under the terms of an agreement with the Pennsylvania State Police.
L. 
Designating no-passing zones as authorized in Section 3307 of the Vehicle Code (relating to no-passing zones).[4]

M. 
Prohibiting or regulating the use of designated streets by class or kind of traffic.
N. 
Establishing minimum speed limits as authorized in Section 3364 of the Vehicle Code (relating to minimum speed regulations).[5]

O. 
Regulating and temporarily prohibiting traffic on streets closed or restricted for construction, maintenance or special events.
P. 
Prohibiting pedestrians from crossing a roadway in a business district or any designated Borough street, except at a crosswalk.
Q. 
Restricting pedestrian crossings at unmarked crosswalks.
R. 
Regulating persons propelling pushcarts.
S. 
Regulating persons upon skates, coasters, sleds and other toy vehicles.
T. 
Adopting and enforcing such temporary or supplemental regulations as may be necessary to cover emergencies or special conditions.
U. 
Providing for and establishing procedures governing the removal and impounding of any vehicle parked on the roadway or public property of the Borough of Franklin Park in violation of any Borough ordinance adopted pursuant to the authority of the Vehicle Code or of any of the provisions of the Vehicle Code.
V. 
Adopting such other traffic regulations as are specifically authorized by the Vehicle Code.
