Request for fire, rescue or ambulance equipment to leave the Borough for purposes other than fire or emergency calls will be initiated by action of each fire company and presented, in writing, to the Borough Fire Chief. Such request must set forth the purpose for which the equipment is to be used, the location of the activity and the dates of departure from and return to the Borough.
A. 
For requests of a fire company where the one-way distance is 12 miles or less, the Borough Fire Chief has the authority to approve or disapprove the request of the company. The details to be followed are enumerated in Regulation No. 4, approved by the Borough Council on April 8, 1968.[1]

B. 
For request of a fire company where the one-way distance is more than 12 miles, the Borough Fire Chief may approve or disapprove the request within a reasonable time, and the request is then forwarded to the Borough Manager. The Borough Manager, upon receipt of the Fire Chief's action, will forward the request to the Public Safety Committee of the Borough Council for action.
