The Borough Council, subject to any restrictions set forth in this article, shall fix the salaries, wages or other compensation of all officers and employees of the Borough not elected by vote of the people. At any time, and from time to time, the Council may change any salary, wage or other compensation so fixed.

The Council reserves the right to remove any and all officers and employees appointed or elected by said Council.

The authority of the Council contained in §§ 51-1 and 51-2 is limited to the extent that the subject matter is controlled by any ordinance, contract or collective bargaining agreement.
