All foremen and supervisors shall keep a complete up-to-date list of tools, vehicles and equipment on hand. They shall annually, between October 15 and October 25, take inventory of all tools, vehicles and equipment and submit the complete list to the Borough Manager prior to November 1. Each foreman and supervisor shall be responsible for the safekeeping and accounting of all tools, vehicles and equipment in his department.

The Borough Manager shall keep a complete record of all tools, vehicles and equipment in each department, with signed receipts from the foremen and supervisors acknowledging receipt and liability of all items shown on the record.

A. 
Property inventory and control. The Borough Manager is authorized to institute and maintain a system of property control cards or records, to be kept current at all times by indicating each assignment of custody and responsibility as made with respect to each item or classification, as appropriate. Regulations from time to time found necessary and proper for the implementation of this authority may be prescribed by the Borough Manager.
B. 
Property custody forms. Persons entrusted with Borough property shall sign a receipt therefor on a property custody form approved by the Borough Manager.
