It shall be unlawful for any person, firm or corporation to
throw, deposit, sweep or leave any dirt, paper, leaves, rubbish or
sweepings of any kind or character upon the streets, sidewalks or
highways of the Borough of Middletown, provided that no violation
shall be prosecuted under this article which can be prosecuted under
any specific provision of the laws of Pennsylvania.

Any person, firm or corporation violating any of the provisions
of this article shall, for each offense, upon conviction thereof,
be subject to a fine of not more than $600, plus costs of prosecution,
and in default of payment of such fine and costs of prosecution, to
imprisonment in the county jail for not more than 30 days.
