A. 
All persons discharging or depositing wastes into the public sewers shall pay a sewer service charge proportional to the liquid volume of waste so deposited, which charge shall be collected as a sewer rent and shall be determined from the following:

Costs for treating infiltration and inflow to the collection system are included in the above total OM&R costs, and costs for such treatment are thereby charged to users proportional to metered water use. If a water user is unmetered, that user will be charged based on a minimum usage amount of 5,000 gallons per quarter (three months) as is with the water minimum quarterly billing.

A. 
The volume of flow to be used in computing sewer service charges shall be based upon metered water consumption as shown on the records of meter readings maintained by the Water Department of the Village of Oxford. In the event that a person discharging wastes into the POTW procures all or part of his water supply from unmetered sources, the Wastewater Treatment Operator shall direct the installation of water meters on the other sources of water supply. Any water meters installed pursuant to this section shall be furnished, installed, maintained and periodically tested by the Village of Oxford. All such meters shall be subject to periodic inspection, testing and reading by the Wastewater Treatment Operator.
B. 
If a user is unable to have a water meter installed, water consumption will be set at a minimum amount of water used per quarter as set forth in the Village of Oxford Water Rules, Rates and Regulations. A water/sewer user will be charged based on 5,000 gallons of water/sewer usage per quarter (three months).

Sampling and analysis for BOD5, suspended solids and total phosphorus shall be in accordance with § 230-56.
The Village of Oxford shall assess a surcharge to all persons discharging or depositing wastes with concentrations in excess of the pollutant concentrations in normal sewage if the excess pollutant concentration causes an increase in the cost of managing the effluent or sludge (operation and maintenance) from the POTW, as determined by the Wastewater Treatment Operator. The discharger shall be charged the surcharge proportional to the increased operation and maintenance costs directly attributed to the excessive pollutant concentration discharged.

The Village of Oxford shall include a separate charge on sewage service bills to recover debt incurred by the village to construct the village collection system and treatment plant. The amount charged each user shall be in direct proportion to individual metered water use divided by total metered water use in the service area.
The Village of Oxford may institute an equitable procedure for recovering the cost of any capital improvements of those parts of the POTW which collect, pump, treat and dispose of industrial wastewaters from those persons (users) discharging such wastewaters into the POTW.

Sewage service charges shall be billed on a quarterly basis, commencing on July 1, coinciding with water meter readings. Sewer charges include normal sewage service charges (§ 230-68) in the amount of $3.17 per 1,000 gallons of water used and debt retirement (§ 230-72) in the amount of $1.83 per 1,000 gallons of water used (a total of $5 per 1,000 gallons of water used) and assessed penalties pursuant to the provisions of Article XI of the chapter. All metered sewer users will be charged a minimum rate per quarter for 4,000 gallons of water used, a total of $25, and for any excess usage over the 4,000 gallons, a charge of $5 for every 1,000 gallons used. A nonmetered water/sewer user will be charged a minimum flat rate per quarter for 4,000 gallons of water used, a total of $25. Abnormal sewage service surcharges (§ 230-71) and capital recovery (§ 230-73) will be determined by the Village Board of Trustees on recommendation of the Wastewater Commission at a later date if the need arises. Charges shall be due and payable after the date of mailing, and any unpaid charges after a thirty-one-day period will be considered delinquent and subject to the provision of Article XI of this chapter.

Persons filing private wastewater disposal system permits or residential, commercial, institutional or industrial building lateral permits as required by the provisions of Article IV and VI of this chapter, respectively, shall pay an application fee of $100. The permit application fee shall accompany the application submittal.
The POTW shall be operated on the basis of a fiscal year commencing on the first day of June and ending on the 31st day of May.
A. 
The Village of Oxford shall maintain and keep proper books of records and accounts for the POTW, separate from all other records and accounts, in which shall be made full and correct entries of all transactions relating to the POTW. The Village of Oxford will audit such books of record and will supply such audit report to authorized officials, and to the public on request.
B. 
In conjunction with the audit, there shall be an annual review of the sewer charge system for adequacy in meeting expenditures for all programs for the following year.
C. 
Classification of old and new industrial users should also be reviewed annually.
D. 
The Village of Oxford shall maintain and carry insurance on all physical properties of the POTW, of the kinds and in the amounts normally carried by public utility companies and municipalities engaged in the operation of sewage disposal systems. All moneys received for losses under any such insurance policies shall be applied solely to the replacement and restoration of the property damaged or destroyed.
