A.
The Building Department of the Village, as heretofore
established by Village ordinance of January 26, 1928, and reorganized
by Village ordinance of January 8, 1947, amended July 1, 1947, is
hereby continued as a separate department of the Village and is charged
with the administration and enforcement of the provisions of the Village
Code, the Uniform State Code and all other laws, statutes, codes,
rules and orders regulating or relating to the construction, maintenance,
use or occupancy of lands, buildings and structures and their accessory
improvements within the Village of New Hyde Park.
B.
The Superintendent of Buildings shall be the administrative
head and chief enforcement officer of the Building Department and
shall be aided and assisted in the discharge of his/her duties and
functions by such additional and subordinate officers, employees and
other personnel as may be authorized for and provided to such Department,
from time to time, by local law or ordinance or by resolution or order
of the Board of Trustees, and upon designation and appointment therefor
by the Mayor, with the consent and approval of such Board; and the
salary, benefits or other compensation of such Superintendent and
all other departmental officers, employees or personnel shall be as
fixed, from time to time, by resolution or order of the Board of Trustees.

The Superintendent of Buildings and all inspectors,
code enforcement officers and other duly designated departmental employees
and personnel, when acting pursuant to the orders and directives of
such Superintendent, shall be deemed fully authorized and empowered
hereby to undertake, exercise and discharge all powers, duties and
functions which may prove necessary or desirable to carry out, administer
and enforce the provisions of this chapter, the provisions of the
Uniform State Code and the provisions of any other chapter of this
Village Code regulating or relating to the construction, maintenance,
use or occupancy of lands, buildings and structures and their accessory
improvements. Among the powers specifically granted by this chapter
(which shall be in addition to and not in limitation or derogation
of any other powers and authority, express or implied, either conferred
herein or by any other statute or local law) shall be the power and
authority to enact and enforce such departmental rules and regulations,
to adopt and employ such applications, permits and other official
departmental forms and to issue and enforce such binding departmental
notices, orders and directives (including, but not limited to, notices
of violation, stop-work orders and directives to remedy or correct
any violation or condition) as the Superintendent of Buildings may,
in his/her discretion, deem reasonably necessary or desirable to effectuate
the purposes of this chapter and to ensure prompt and full conformity
with the provisions of this chapter.
