In addition to, and not in limitation of, the provisions of this chapter, the provisions of both the Uniform State Code and Chapter 57, Building Construction, of this Village Code shall constitute and be applied as the controlling law, and all requirements, restrictions, limitations, specifications, conditions and standards set forth and contained or incorporated by reference in such provisions shall constitute and be applied as the governing regulations with respect to all matters involving, relating to or affecting the design, layout, installation, connection, alteration, addition, extension, relocation, repair and removal of all plumbing, drainage, sewerage and heating systems, equipment, pipes and fixtures and their respective component parts and appurtenances, whether now or hereafter located or proposed to be located in, on or under any building, structure or its premises situated within the territorial boundaries or otherwise falling under the jurisdictional authority of the Incorporated Village of New Hyde Park.
A. 
Except as may be otherwise provided for under this chapter, no work of any kind shall be performed upon or in connection with any plumbing, heating, drainage or sewerage system, or any equipment, piping, fixtures, appliances, components or appurtenances thereof, except in full conformance with the provisions of this chapter, the provisions of the Uniform State Code and the provisions of Chapter 57 of this Village Code.
B. 
No person shall engage in the business or otherwise carry on the practice of the plumbing trade, nor shall any person perform or conduct any work, other than simple routine maintenance or repairs, upon or in connection with any existing or proposed plumbing, heating, drainage or sewerage system located or to be located in any building or premises within the Village of New Hyde Park unless such person either holds both a valid certificate of competency issued by the Board of Examining Plumbers of the village or of a recognized reciprocating municipality and a current original or reciprocal master plumber's license issued by the village, or is an apprentice or journeyman plumber actually employed by, and working under the supervision and direction of, another person holding both such certificate and such license.
C. 
Subject to the provisions of § 139-17 of Chapter 139 of this Village Code, the provisions of the preceding subsection shall not be construed so as to prohibit the employees of any authorized public or private water, gas or other similar utility from making surface or subsurface connections of main service supply lines at the meter point of any building, structure or its premises, or from performing any maintenance, replacement, service or repairs to its own meters, lines or equipment, or from performing any routine service, cleaning or maintenance or any emergency repairs to any privately owned fuel-gas- or fuel-oil-fired boiler, burner or similar heating equipment.
A. 
All work covered by the provisions of this chapter shall be subject to the same application, documentation, permit, inspection, certification and other substantive and procedural requirements as set forth and contained under the provisions of Chapter 57 (Building Construction) of this Village Code and under the rules and regulations of the Building Department and Village Clerk as authorized or prescribed by that chapter.
B. 
The fees and charges for all permits, inspections, certificates and other documents or services required to be filed with or obtained from the village in accordance with the requirements of this chapter or Chapter 57 of this Village Code shall be as set forth and contained in § 1-32 (Fee and Charge Schedule) under Article III of Chapter 1 of this Village Code.
All sections, parts or other provisions of the New York Multiple Dwelling Law, as currently enacted or hereafter amended, and having to do with the plumbing, heating, drainage or sewerage system requirements for multiple dwellings, shall continue to be applied, with full force and to full effect, within the Village of New Hyde Park.
No oversight or dereliction of duty on the part of the Building Department or any other department, board, officer or employee of the village shall in any way be deemed to legalize or allow any work performed in violation of the provisions of this chapter or the provisions of any other local law, statute, code, rule or regulation having application to the premises, nor shall such an oversight or dereliction of duty at any time constitute a legal impediment to, or otherwise estop or prohibit, the authority and power of the village to fully enforce any such law, statute or other enactments or demand and see to the prompt removal, cure or correction of any violations thereof.
A violation of any provision of this chapter shall constitute an offense, and the same shall be punishable in the same manner and to the same degree as provided for under § 57-14 of Article IV of Chapter 57 of this Village Code.
