A. 
A Unified Municipal Off-Street Parking System, or "MOPS," is hereby established in the Village. Each of the off-street parking lots, off-street parking areas or other off-street public places owned, leased or otherwise operated and controlled by the Village and designated and described in Schedule XXV (§ 189-76), attached to and made a part of this chapter, are hereby incorporated into such system and shall be known and referred to in this chapter as "MOPS facilities." All MOPS facilities designated in said Schedule XXV shall be regulated and used in accordance with the provisions of this section and such schedule and any separate rules or regulations adopted from time to time by resolution or order of the Board of Trustees and posted on the premises of each or any such MOPS facility in accordance with the provisions of this chapter.
B. 
No person shall at any time drive or direct any vehicle into, over, through or across or stop, stand or park any vehicle in or upon any part or portion of any MOPS facility, except in strict conformance with the provisions of this section and any other provisions of this chapter made applicable therein pursuant to the order of the Board of Trustees, and except in strict accordance with any separate or additional rules, orders or regulations adopted pursuant to and posted in accordance with the provisions of this section and chapter.

In order to address the unique needs and conditions found to be existing or which may hereafter exist with respect to certain limited areas or portions of the residential, business and industrial districts in the Village and portions of the streets or highways contiguous to such districts, the locations designated and described in Schedule XXVI (§ 189-77), attached to and made a part of this chapter, are hereby established as Special On-Street Parking Districts, which shall be regulated in accordance with and subject to the provisions of this section.
B. 
In any designated special district where the Board shall determine that the buildings erected in or upon the private parcels fronting upon the streets situated within such districts were substantially built and improved prior to the adoption by the Village of any land use, zoning or other regulations requiring the provision on such parcels of off-street parking space or facilities and such parcels are incapable of providing such space without substantial and significant modification and substantial financial hardship and loss, the Board may designate and set aside up to 25% of the available metered or unmetered parking spaces located in such district and may reclassify and reserve such spaces for parking by special permit only, whereupon the same shall be thereafter designated and posted as unmetered special permit parking space, and no person shall park or stand any vehicle at any time in any such special permit space during designated hours of operation, unless such vehicle shall have affixed thereto a permit specially issued pursuant to the provisions of this section.
C. 
Special permits authorized under this section shall be classified pursuant to such rules and regulations and upon such conditions as may be enacted by rule or regulation or order of the Board of Trustees from time to time and subject to any nonconflicting provisions of Article VI of this chapter.
