The purpose of this district is to provide for medium-density residential development in areas which are or which are expected to become generally urban in character, but where sanitary sewers and public water supplies are available at the time of construction, together with such churches, recreational facilities and accessory uses as may be necessary or are normally compatible with residential surroundings. The district is located to act as a buffer between commercial uses and established residential and future residential and business uses in the Historic District. The Duplex Residential District contains vacant land and existing structures considered appropriate for such development in the future.

A building or land shall be used only for the following purposes:
A. 
Duplexes.
B. 
Any use permitted in R-1, R-2 or R-3 Districts.
Permitted accessory uses are as follows:
A. 
Accessory off-street parking and loading spaces.
B. 
Open or enclosed space for parking one commercial vehicle of not more than one ton capacity and used by the occupant of a dwelling.
C. 
Domestic storage in the main building or in an accessory building.
D. 
Garages, private.
E. 
Home barbecue grills.
F. 
Keeping of small animals, insects, reptiles, fish or birds, but only for personal enjoyment or household use and not as a business.
G. 
Storage of a boat trailer or camp trailer or a boat, but not in a front yard, provided that it is not used for living purposes while so parked or stored.
H. 
Swimming pools and game courts, unlighted, for use of occupants or their guests.
I. 
Yard sales.
J. 
Temporary buildings, the use of which is incidental to construction operations or sale of lots during development being conducted on the same or adjoining tract or subdivision and which shall be removed upon completion or abandonment of such construction or upon the expiration of a period of two years from the time of erection of such temporary buildings, whichever is sooner; and conditions on the placement of which may be established by the Mayor and Town Council to limit any negative effect such structures may have on the property or adjacent properties.

(1) 
When 25% or more of the street frontage within 200 feet of the property in question is improved with buildings, no buildings shall be constructed or altered to project beyond the average front yard so established.
(2) 
Unenclosed porches, decks, patios or terraces, not covered by a roof or canopy, and not extending above the height of the first floor, may extend a maximum of six feet into the front yard.
(3) 
The dwelling units and individual lots of a duplex may be held in separate ownership only if separate lots for the dwelling units are created at the same time and in conformance with Chapter 160, Subdivision of Land.
(4) 
The minimum lot area per duplex unit shall be 3,750 square feet.
(5) 
For purposes of the side yard regulations, a duplex building shall be considered as one building on one lot with a side yard of 7 feet. Any side yard adjacent to the line of a single-family residential district shall not be less than 15 feet.
(6) 
Detached garages or carports shall be permitted only as shown on the approved site plan.
(7) 
The front door of each side-by-side duplex unit shall face the street unless approved otherwise.
(8) 
Required off-street parking in the amount of two spaces per dwelling unit shall be provided upon the lot for each dwelling unit.
(9) 
A site plan shall accompany an application for approval of a duplex development.
