Nothing in this peddling and soliciting legislation
shall be held to any sales or soliciting conducted under the guise
of law or by order of any court and shall not apply to any honorably
discharged veteran holding a New York State or Oneida County vendor
or solicitor's license nor shall this legislation apply to other charitable
or not-for-profit organizations such as Girl Scouts, Boy Scouts, Little
League or other not-for-profit organizations relating to the enhancement
of youth organizations within the community. Nevertheless, any organizations
under this section shall register its activity with the Town Clerk
as hereinbefore set forth; however, any failure of said organizations
to register will not subject said organizations to the penalties and
liability established herein.
If any clause, sentence, paragraph, section,
article or part of this chapter shall be adjudged by any court of
competent jurisdiction to be invalid, such judgment shall not affect,
impair or invalidate the remainder thereof but shall be confined in
its operation to the clause, sentence, paragraph, section, article
or part thereof directly involved in the controversy in which such
judgment shall have been rendered.
This chapter shall take effect upon its filing
in the office of the Secretary of the State of New York.
