A. 
When any vehicle is parked or abandoned on any highway or public parking lot within this Town during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by or under the direction of the Superintendent of Highways.
B. 
When any vehicle is found unattended on any highway or public parking lot within the Town where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or under the direction of the Superintendent of Highways.
C. 
When any vehicle is found parked or abandoned on any highway within this Town where stopping, standing or parking is prohibited, said vehicle may be removed by or under the direction of the Superintendent of Highways.
D. 
When any vehicle is left unattended for more than 24 hours within the right-of-way of any highway or other public property within the Town, said vehicle may be removed by or under the direction of the Superintendent of Highways.
The owner of a vehicle that has been removed under the provisions of this article shall be charged the cost to the Town of removal, disposition and storage thereof. After removal of any vehicle, as provided herein, the Superintendent of Highways may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the Superintendent of Highways of the amount of expenses actually incurred in effecting such removal, together with any charges for storage, the latter of which shall not exceed $20 per day or fraction thereof.
The Superintendent of Highways shall without delay report the removal and disposition of any vehicle removed as provided in this article to the Town Police Department, and it shall be the duty of such Police Department to ascertain to the extent possible the owner of the vehicle or person having the same in charge, and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
